Responsibilities for coordination Disaster (Crisis) Risk Management Agencies need to do coordination of Risk Assessment

Legal framework and institutional cooperation for flood risk assessment Macedonia, Kosovo, Albania, Montenegro - DRMA / Emergency management is mandated to coordinate the production of risk assessment

GAPS Hydro Met services are hazard information provider for flood risk assessment; Hydro Met services could provide flood hazard analysis, but need to strength their capacities ( Human resources, training and technical support) ; Hydro Met services are not providing modeling and mapping, but could help in final products; Responsibilities are often not defined for hazard mapping, impact data and vulnerability mapping; Data exchange among institutions that should be involved in risk assessment is sometimes difficult and inter-agency SOPs are often lacking.

Regional ıssues Transboundary river basins: common standards and international data exchange is mandatory for risk assessment on the shared river basins of the Western Balkans. political support is crucial to achieve such agreements for cooperation. EUWFD is a driver for such a process. Common standards: data format, common GIS, interoperability, zero altitude of the sea…

Needs Capacity building (Human resources, training and technical support); Review legal framework for flood risk assessment; Protocols and procedures for flood risk assessment among various national institutions including data exchange; Methodologies for flood risk assessment including: data collection, management, analysis (hazard modeling and mapping, impact data); Harmonization of methodologies and tools for production of flood risk assessment at the regional level (i.e. Digital Elevation Model, Hydrological/hydraulic models); Strengthening of the Hydrometeorological networks; Data rescue and digitalization program for Hydromet data.
