SEEDRMAP2007 – South East Europe Disaster Risk Mitigation and Adaptation Programme (SEEDRMAP) assessment (SEEDRMAP is a collaborative initiative developed by the World Bank and the secretariat of the United Nations International Strategy for Disaster Reduction (UN/ISDR), together with the European Commission, the Council of Europe, the Council of Europe Development Bank, the World Meteorological Organization and other partners) 2008 – proposal to EC DG Enlargement for an IPA multibeneficiary action 2009 – IPA/2009/ Action approved. Regional Programme on DRR in SE Europe Activity 2 – Logical Framework OVERALL OBJECTIVE OBJECTIVELY VERIFIABLE INDICATORS SOURCES OF VERIFICATION ASSUMPTIONS To reduce the vulnerability of South Eastern Europe to hydrometeorological hazards and address losses of life, property and economic productivity caused by weather, water and climate related natural hazards Losses of life, property and economic productivity caused by weather, water and climate related hazards. Regional Programme on DRR in SE Europe PROJECT PURPOSE Improve technical capacity of the IPA Beneficiaries national meteorological and hydrological services (NMHS) with the view to underpin effective early warning systems for weather, water and climate related hazards and extreme events. Ensure closer interaction, dialogue and cooperation among the NMHSs in the SEE Region, as well as between the IPA beneficiaries NMHSs and the respective disaster management and civil protection key stakeholders. Support progressive alignment of IPA beneficiaries with the standards and policies of the European Union. EXPECTED RESULTS 1.Improved cross-border cooperation and relations between countries, contributing to peace-building. 2. Enhanced utilization of modern technology in monitoring and forecasting of hazardous weather, water and climate events; improved information dissemination in support of Early Warning Systems. 3.Improved cooperation and coordination between the NMHSs and civil protection and disaster risk management agencies. 4. Further integration of the beneficiary countries into the European Meteorological Infrastructure. 5. Enhanced human and institutional capacity of the region to provide better quality products and services in support to disaster risk management, including enhanced capacity in risk assessment for floods and drought. 6. Improved meteorological and hydrological data quality through enhanced capacity for maintenance and calibration of hydro-meteorological instruments. ACTIVITIES Activity 1: Convene Regional and National Policy and Best Practice Dialogues towards establishment of Disaster Risk Reduction National Platforms and establishment of Multi-Hazard Early Warning Systems (in conjunction with UNDP). Activity 2: Development of flood and drought risk assessment capacities. Activity 3: Extend the membership to the European Meteorological Infrastructure to improve meteorological and hydrological data sharing and management. Activity 4: Upgrade institutional and technical capacity data assimilation, management and information sharing. Activity 5: Conduct training seminars and workshops including internships. Activity 6: Manage, monitor and evaluate the action.
