1 PRESENT USE AND PERSPECTIVE FOR CIVIL PRIMARY SURVEILLANCE RADAR IN EUROPE Eurocontrol, C. Pelmoine, Spectrum Management Domain

2 GROUND BASED CIVIL PRIMARY SURVEILLANCE RADAR L-band ( MHz): predominantly for En-route but also for approach coverage S-band ( MHz): predominantly for approach but also for en-route coverage X and Ku bands: for airport surface movement control

3 PRESENT USAGE: L Band example More than 60 stations in ECAC was estimated from information available in Eurocontrol. Predominantly en route (2/3rd) and approach surveillance (1/3rd) Band shared with RNSS (L2 at MHz), other radars such as defence or weather radar and space research Also radio amateurs (secondary status) Interference cases from Amateur television was reported in UK and FR. Dots or line on the radar screen in the direction of the TV transmitter

4 PRESENT USAGE:S Band example More than 100 stations in ECAC was estimated from information available in Eurocontrol. Predominantly approach (4/5th) and en route (1/5th) surveillance Band shared with many non ATC radars such as maritime, defence or weather radar Also regional aeronautical telemetry on a non interference basis

5 EUROCONTROL STANDARD FOR SURVEILLANCE Adopted by Eurocontrol Permanent Commission in Jan 97 En route: SSR double coverage Major TMA: SSR double coverage, PSR single coverage PSR availability: duplicated electronics with automatic failure detection and switch-over within 2 seconds PSR Probability of target position detection (for a given aircraft within 1 scan): > 90 % PSR average number of false target reports within 1 scan: < 20 But –Minimal Common denominator for ECAC states –NATIONAL POLICY ARE GOING BEYOND THESE MNIMUM REQUIREMENTS –11 Sept 01 event : additional security requirement

8 FUTURE USAGE UPTO 2020 FOR ECAC PRIMARY SURVEILLANCE RADAR Continued use to provide detection of all aircraft, equipped or not with a transponder Air traffic growth will generate new requirements for primary radar at many airports (for example eastern European countries) For defence purpose there is a requirement for primary radars coverage all over the territory. The NATO/EUROCONTROL ATM Security Coordination (NEASCOG) group investigate new security requirement such as a better exchange of information between civil and military organisations, i.e. military primary radar plots, flight plans,...
