BR/TSD Accra 2005 BCD Workshop for the African Countries Administrative declarations: Between digital broadcasting requirements only Input data:

BR/TSD Accra 2005 BCD Workshop for the African Countries First series of results (July 2005): Four study cases – 1.Basic plan (include analogue TV and other primary services) 2.Include analogue TV, exclude other primary services 3.Exclude analogue TV, include other primary services 4.Exclude analogue TV and other primary services Two series of results for the first planning exercise

BR/TSD Accra 2005 BCD Workshop for the African Countries Second series of results (September 2005): Same study cases as for the first series Include three variants Including additional administrative declarations (22 August 2005) Including requirements NIG, NGR Corrected errors in planning software Corrected protection margins allowing for multiple interfering sources Two series of results for the first planning exercise continued

BR/TSD Accra 2005 BCD Workshop for the African Countries Based on IPG-1 decision (IPG-1/51 Annex 17) Variants used during second series of results: Based on study case 4 (only requirements) Protection margin relaxed by 3 dB 90% locations probability for DVB-T Combination of the above two variants Variant not used during second series of results: 5% time of interference, Zones C & D Two series of results for the first planning exercise continued

BR/TSD Accra 2005 BCD Workshop for the African Countries Variants in Bands IV/V Results:

BR/TSD Accra 2005 BCD Workshop for the African Countries Variants in Bands IV/V Results:

BR/TSD Accra 2005 BCD Workshop for the African Countries General findings: Impact of analogue TV and other primary services Results: Study Case 1 – available channels identified Study Case 4 – available channels identified Analogue TV and other primary services occupy nearly ¾ available spectrum

BR/TSD Accra 2005 BCD Workshop for the African Countries General findings: Band III – Study Case 1 Results: 9582 requirements for synthesis 4474 (~47%) with no available channel => cannot be satisfied - Of these had one or more acceptable channels 2.7 available channels per requirement 25 incompatibilities per requirement 330 (3%) requirements with no incompatibility 4067 (~42%) with 1 available channel and between 1 to 214 incompatibilities - Many incompatibilities => unlikely to be satisfied Up to 227 incompatibilities per requirement

BR/TSD Accra 2005 BCD Workshop for the African Countries General findings: Band III – Study Case 4 Results: 9582 requirements for synthesis 991 T-DAB requirements with 32 available frequency blocks 6 available channels per requirement 75 incompatibilities per requirement Up to 607 incompatibilities per requirement All requirements have at least 1 available channel 1678 – No incompatibility => get a channel 1665 – only 1 available channel => satisfied => coordinated well 5962 (~63%) with 1 available channel and 1 to 379 incompatibilities - Many incompatibilities => unlikely to be satisfied

BR/TSD Accra 2005 BCD Workshop for the African Countries General findings: Bands IV/V – Study Case 1 Results: requirements for synthesis 3274 (<10%) have no incompatibility (~49%) with 1 available channel and 1 to 300 incompatibilities - Many incompatibilities => unlikely to be satisfied 7207 with 49 available channels Each AC requested by requirements – evenly requested

BR/TSD Accra 2005 BCD Workshop for the African Countries General findings: Bands IV/V – Study Case 4 Results: requirements for synthesis All requirements have at least 1 AC requirements with no incompatibility => get a channel – only 1 available channel => satisfied => coordinated well (~74%) with 1 available channel and 1 to 1170 incompatibilities - Many incompatibilities => unlikely to be satisfied

BR/TSD Accra 2005 BCD Workshop for the African Countries General findings: Countries considered in isolation Results: Conditions: Analogue television assignments taken into account as indicated Disregarded all requirements from all other administrations Disregarded all analogue television and other primary service assignments of all other administrations Results for 22 administrations: - 2 administrations had all their requirements satisfied - 20 out of 22 cannot have all their requirements satisfied

BR/TSD Accra 2005 BCD Workshop for the African Countries General findings: General errors/problems identified Results: Some declarations referred to incompatibilities that do not exist Declarations were not submitted for all members of linked requirements Conversions failed because: - Conversions were not indicated or incorrectly indicated - Converted requirement still has a larger service area after ERP reduction - Conversions from interfering analogue TV assignments

BR/TSD Accra 2005 BCD Workshop for the African Countries General findings: Number of recommended multiplex coverage layers (IPG-1) Results: Band III: 1 layer of television multiplex coverage (DVB-T) and 3 layers of sound broadcasting (T-DAB) multiplex coverages or 2 layers of television multiplex coverages (DVB-T) Bands IV/V: 4 to 7 layers of television multiplex coverages (DVB-T)

BR/TSD Accra 2005 BCD Workshop for the African Countries Conclusions Reduce the number of input requirements Eliminate internal (national) incompatibilities and those with neighbours – but ONLY where such elimination is justified! Reconsider the need for high transmitter power assignments Consider the possibility for large assignments/allotments Choose the appropriate Reference Network
