Scientific Town Koltsovo Scientific Town is a municipality with monopoly of Research and Development sector. Status of Scientific Town is granted by the President of Russian Federation for the term of 25 years. Status of Scientific Town is granted to Koltsovo by Presidential Decree #45 dated 17/01/03 till 31/12/25. This Decree adopted Development Program for Scientific Town for the period of 2002 to Major R&D and manufacturing enterprise of Kotsovo is represented by State Research Center of Virology and Biotechnology Vector.

Development Program: Objectives Development Program Objective is to build up favorable environment for R&D, innovation, entrepreneurship and education in Koltsovo. Scientific Town Koltsovo should have achieved sustainable social and economic development by year 2007.

Development Program: Sources of Financing Federal funds amounting to taxes levied in the territory and paid to federal budget within a fiscal year preceding current year. Regional funds amounting to no less than 50 per cent of taxes levied within a fiscal year preceding current year. Municipal funds. Other sources of financing.

Breakdown Structure of Financing for Development Program

Development Program: Implementation Municipal support to R&D, innovation and investment:  Financing of R&D and innovation projects of SRC of V&B Vector and of bio-tech companies operating in Koltsovo started up.  Target support to researchers and post- graduate students of SRC of V&B Vector was launched.  Competition of projects to support small businesses at seed stage began.

EC Projects in Koltsovo (1) TACIS Project FINRUS 9804 “Innovation Centres and Scientific Towns of Russian Federation” (1999 – 2002): Activities: - Working out Development Program for Koltsovo. - Building territorial environment for commercialization of R&D results of SRC VB Vector. - Opening of Innovation Center Koltsovo.

Network of Innovation Centers in Russia – RTTN is the major result of TACIS Project FINRUS 9804:  It was developed with active participation of Russian innovation centers in Obninsk and Koltsovo, French company Inno-TSD, Relay Centers in Stuttgart, Germany and Pisa, Italy. RTTN operates on the basis of techniques used by European Relay Centers Network.

Franco-Russian Technology Network as a Component of RTTN, established in 2002 Objective of Franco-Russian Technology Network is to create favorable climate for bi- lateral projects in:  R&D sector including support to cooperation between state-owned and private laboratories and enterprises.  Technology transfer from laboratories to industry and within industries. Innovation Center Koltsovo and SRC VB Vector play active role as members of Franco-Russian Technology Network.

EC Projects in Koltsovo (2) TACIS Project IBPP «Virtual Business Incubator» ( ) Project partners: Municipality of Pisa – Comune di Pisa, Italy and Administration of Koltsovo, Russia. Intermediate outcome: Twinning agreement for cooperation in R&D and culture.

EC Projects in Koltsovo (3) TACIS Project BISTRO BIS02/043 «Development of Inter-Regional Elements of Innovation System» (2004):  Impact: European methodology of technology audit provided by British company INBIS has been used to select innovation projects in Koltsovo once TACIS Bistro Project was finished.

ISTC Project in Koltsovo Innovation Center Koltsovo had status of Regional Training Center of ISTC from 2001 to  Knowledge of how to commercialize R&D results was transferred to more than 200 researchers representing 50 of 59 ISTC grant projects in Novosibirsk region.

CRDF in Koltsovo U.S. CRDF financed participation of Koltsovo representative and presentation at 2004 Association of University Technology Managers Annual Meeting in San Antonio, Texas, March, It made possible to make direct contacts with U.S. technology transfer community. Some of these contacts are being developed at the moment.

Technology Transfer Networks in the US Innovation Center Koltsovo is going to come into cooperation with:  Knowledge Express Data System that develops on-line “one-stop-shop” to be used by pharmaceutical and biotechnology companies.  Foresight Science & Technology, Inc. that specializes in collaboration research programs.  Yet2.com, Inc. that runs technology transfer network in U.S., UK and Japan.  TechTown run by Wayne State Research & Technology Park as a model of Scientific Town.

Resource Center of Teachers of Koltsovo Russian-American Education Project resulted in opening of the first Resource Center of Teachers in Russia at Koltsovo College #21.  Mission of the Resource Centre is to assist Russian and American people to understand each other and to develop joint education programs.

Koltsovo as Integral Part of International Innovation System Koltsovo is actively developing territory with high R&D potential. Innovation policy of Koltsovo builds on international expertise. Koltsovo is extremely interested in direct twinning partnerships with small high-tech towns in US and Europe in order to promote transnational technology transfer including technology of innovation management.
