1. Possibilities for International Cooperation

1.1. EU Funding Programmes

The Cross Border Cooperation Programme Lithuania-Poland

The overall strategic goal of the programme is to foster the sustainable development of the border region through enhanced economic, social and territorial cohesion of the areas on both sides of the border.

1.1.1.The Cross Border Cooperation Programme Lithuania-Poland Priority 1. Competitiveness and productivity growth of the cross-border region. Priority 2. Cross-border cohesion and enhanced overall quality of the cross- border area.

The amount of grant: – EUR. A grant shall not exceed 85 % of the total eligible costs of the action. Current call for applications ends on June 30 th, 2010.

Type of the project for Alytus Parish– “Small Projects Fund”. Priority 2 can be chosen for Alytus Parish. Cross-border cohesion and enhanced overall quality of the cross-border area. Sub-priority 2.1. Development of new and strengthening of existing co-operation and social and cultural networks.

1.1.1.The Cross Border Cooperation Programme Lithuania-Poland Possible activities: community networking and joint cross- border cultural events of durable character; youth cooperation (competitions, exchanges, summer camps).

1.1.1.The Cross Border Cooperation Programme Lithuania-Poland Small infrastructure projects are allowed. But the part of supply/works element shall not exceed 60 percent of the project budget.

The overall strategic goal of the Programme is to enhance the territorial cohesion of the Latvian, Lithuanian and Belarus border region, secure a high level of environmental protection and provide for economic and social welfare as well as promote intercultural dialogue and cultural diversity.

The Cross-Border Cooperation Programme Lithuania-Poland-Russia Alytus region is adjoining region with limited participation in this programme. Support for adjoining regions is limited to 20% of the Programme budget and only non-infrastructural (“soft”) projects can be implemented in these regions.

The Cross-Border Cooperation Programme Lithuania-Poland-Russia Possible fields for cooperation: Horizontal Priority: People-to-people cooperation. (micro project) developing co-operation networks at the crossborder level with broad involvement of local communities (the development and intensification of cooperation between communities on both sides of the border, that in the future should improve the situation in the fields of culture, education, tourism and sports as well as in the social and economic spheres).

Objective of the fund – to enhance strategic Lithuanian-Polish youth partnership, in shaping mutual international relations and discovering common roots. Lithuanian-Polish Youth Exchange Fund Funding is provided by: Poland’s state budget (Ministry of Education) Lithuania’s state budget (Ministry of Social Security and Labour) Other sources Each year amount of funding differs.

Lithuanian-Polish Youth Exchange Fund Fields that are financed: Lithuanian-Polish Youth Exchange Projects which are prepared and implemented by organizations which are promoting Lithuanian-Polish youth exchange and other initiatives. Lithuanian-Polish events, meetings and other initiatives. Projects (informative) intended for promoting Lithuanian-Polish Youth cooperation, tolerance, better understanding and knowledge of one another. Projects which are intended for organizations working with youth and implementing youth policy to exchange positive experience and spread it. Publications which would promote closeness of Lithuanian and Polish nations.

2. Local Funding Possibilities

2.1. EU funded programmes

Cohesion Promotion Operational Programme

Activities funded by the Programme: Joint actions for promotion of local and regional community initiatives: e.g. local democracy development, social inclusion, provision of social services, promotion of equal opportunities, integration of minority populations; Community networking; People to people activities; Youth co-operation.

Cohesion Promotion Operational Programme Instrument - Development of non-stationary social services infrastructure. The goal of the instrument – to promote better integration of social risk people and people who feel social exclusion and their family members to the society and labour market. The objective of the instrument – to improve infrastructure of non-stationary social service.

Cohesion Promotion Operational Programme EU funds support for Alytus district in 2010 year – Lt. Next call for applications – not applicable.

Cohesion Promotion Operational Programme Possible activities: Development or modernization of non- stationary social services infrastructure (preparation of technical documentation, constructions, renovation works, purchase of equipment).

2.2. Funding provided by Public Authorities

Support for Children Day Care Centers in Lithuania

Responsible institution for allocation of funding – Ministry of Social Security and Labour. Annual calls are available. Next call is expected at the end of this year (2010).

Support for Children Day Care Centers in Lithuania The support should be provided for social risk children and their families, socially supported families and families that have social, psychological and other problems. Duration of the project – 1 year with a possibility to extend it for 2 more years.

Support for Children Day Care Centers in Lithuania Priorities are given to the applicants who: Have cooperation agreements with local municipality institutions. Have another reliable source of funding which provide support for project activities of whole year. Have work experience in the activities which are eligible for funding and have qualified specialists. Foresee activities in rural areas.

Support for Children Day Care Centers in Lithuania These costs are covered: Day social care services provided for children and their family members. Organization of activities for children promoting their active involvement. 10 % of salaries of project manager, financial manager and other related persons. 65 % of salaries of Center’s employees working directly with children. Transportations costs for children (to go to Day Care Centre). Administrative costs (premises). Infrastructural costs are ineligible.

Social Programme Projects

Responsible institution for allocation of funding– Alytus City Municipality. Calls for applications – once a year. Last call was in 2009 Autumn.

Social Programme Projects The objective of the Programme – to provide social services for the citizens of Alytus City. Priorities of the Programme: Social services are provided on regular basis and these services are available for the citizens of Alytus City. Increase of availability of social services to people having disability or who are of social risk and their family members. Projects which increase independence, occupation and motivation of people with disability or which are of social risk. The applicant has experience in providing social services for Community, has material resources and other sources of funding.

2.3. Private funds in Lithuania

Kazickas family foundation The foundation works primarily in the USA and Lithuania; however, it has also significantly supported projects in other countries. Programmes and projects sponsored by the foundation primarily involve: education and culture organizations health care, religious and charitable organizations universities and schools charitable foundations with congruent goals and programmes in the USA and Lithuania.

Charity foundation “Vilties sala” The foundation cooperates with charitable organizations in Denmark, Finland, Germany, Norway, USA and Lithuania, with Lithuanian and foreign companies, public organizations, schools, preschools, special educational institutions, religious communities, and sport clubs. The foundation aims at supporting destitute families, homeless children, boarding-schools and nursing homes, preschools, medical and other institutions of satisfactory condition. The charity and support foundation organizes various charitable feasts, sponsors excursions and children’s recreation camps.

Conclusions

Conclusions (I) International projects seem to be a better option for these reasons: It provides a possibility to get a larger amount of funding for the project. Infrastructural projects can be supported by some of the programmes. Exchange of knowledge and experience between neighbourhood countries is promoted. Youth exchange is promoted.

Conclusions (II) There are not many sources of Local funding in Lithuania. The problems with the funds are: The amount of funding is limited. Most of them do not support infrastructural projects. The competition is intense.
