To facilitate humanitarian assistance to the people of Iraq. Mission Statement

Facilitate host nation Humanitarian Assistance. Coordinate HA efforts across the theater of operations. Provide Civil Affairs expertise. Assist in the development of Iraqi professional institutions. Functions

Routine Tasks Assistance with: Registration & visas. Movements through Kuwait and the region to include convoys and ground & air border crossings. Resources – including functional team specialties in utilities, agriculture, public health, education, etc.

The HOC is a “one-stop” shop staffed with representatives from the Ministries of Foreign Affairs, Defense, Transportation, Interior and Health for: Government Organizations International Organizations Non-Government Organizations Charitable Organizations Private donors Integration

Relationship to CPA The HOC is an independent facility operated by the Kuwaiti Government, staffed with members of the Coalition. HOC activities complement the four critical areas of interest to the Coalition Provisional Authority: Security Essential Services Government Economy

Track Record The HOC has run 1,500 missions by land, sea and air through its operations. Processed thousands of visas through Immigration for NGOs and contractors with security and border updates and responded rapidly to border complaints. Resources – including functional team specialties in utilities, agriculture, public health, education, etc.

Supported all three Iraqi sectors (British, Coalition and American). Financed and sponsored major conferences involving NGOs, contractors, commerce and foreign embassies. Track Record (cont)

The Kuwaiti Prime Minister and the Minister of Foreign Affairs have extended and committed the HOC mission with the full support of the Kuwaiti Government. Mission Support into 2004
