GLAST LAT ProjectOct. 23, 2003 Page 1 EM-1 I & T Lesson’s Learned Need to define all documents / training required for I&T personnel –LAT-MD , I&T Facilities Plan Mustache guards are required !!! –Crane Rigging Training Course 280 All I & T crew have been trained (Reggie, Eric & Larry certified to use crane; Mark & Ken will perform practical in ~ 3 months) –Lead Safety Course 240 Hope this will allow clean ups after Lead Stack operations –Others recommended by Team ? –Problem Reporting and Corrective Action Team is unclear about how the SLAC process works –Where to document, how to resolve, feed back on resolution status, closure process, MRB meetings, etc –How are other subsystems informed that their help is needed –Procedure control protocol is unclear What shows that a procedure can be used ? What is the red line authorization process ? How is a procedure reviewed and closed-out ? How are verification closures reported / kept track of ? How does the archival process work ?

GLAST LAT ProjectOct. 23, 2003 Page 2 Issues / Proposed options for Non-SLAC Support NRL CAL Lift Fixture is cumbersome and lacks proof test certification Difficult to level –Propose mod to the SLAC provided CAL Lift Fixture Would allow direct connect of SLAC lift Fixture Plate to CAL + Z surface Saves NRL & SLAC the hassle and cost of shipping their lift fixture back and forth SLAC cost would be about two hours of machining time NRL provided Handling Fixture Plate interferes with SLAC Alignment Rods and does not have requested SLAC Lift Fixture interface –NRL will be sent additional drawings of needed interfaces –NRL has agreed to make needed changes

GLAST LAT ProjectOct. 23, 2003 Page 3 Issues / Proposed options for SLAC Support SLAC CAL Alignment Tool “stand offs” need improvement –Intended to hold tool away from CAL to TEM connectors –Works as intended but mars CAL Base Plate Surface Delrin lift pads on stand offs are in work Clean Room 104 Tool Chest has strong odor –Drawer slides de-greased and cleaned –Anti-skid material removed and replaced with ESD control foam Need concurrence from Contamination Control that ESD foam material is approved for clean room use Tool Management Protocols need improvement –~ 80% of required tools have been received –Need inventory control process (development in work) Plan to use shrink wrap to identify flight tools and to hold lanyards

GLAST LAT ProjectOct. 23, 2003 Page 4 Issues / Proposed options for SLAC Support ESD management protocols are exposing hardware to increased risk from mechanical impacts / personnel trip ups –Suggest placing Ohm meter on support stands Ohm meter would alarm if continuity is not in the range of 1 to 10 Meg Ohms –Suggest Wrist straps to be used when electrical connectors have exposed ends (i.e., not directly required when all connectors have protective caps) –Requires coordination with GSFC, but is strongly believed to be worth the effort CAL TEM connector ESD caps were damaged and too difficult to remove –Possibly the wrong size as evidenced by split ends (see photos on web) –Lift tabs on ESD cap are not accessible (they are deep in a recess around the TEM box side of the connector) –Simple design can meet ESD need and reduce risk to hardware Cost to manufacture is about $1.00 less than current $3.00 cost each

GLAST LAT ProjectOct. 23, 2003 Page 5 Issues / Proposed options for SLAC Support Clean Room 104 thermal control needs improvement –Room reached 76 F during lead stack operations (3 people working fairly hard) At this temperature, perspiration is significant and a risk to hardware –Need a solution that does not increase white noise in room Noise level in Clean Room 104 is quite high –Should quantify by measurement Greatest noise appears to be from air movement and from Particle Counter suction pump –Noise is impeding communication Lighting in Clean Room 104 –Light tubes at North & South end of room need replacing –Crane trolley blocks light from overhead lights Add light source under Crane Trolley ? –Light improvement must not reduce crane lift height capability

GLAST LAT ProjectOct. 23, 2003 Page 6 Issues / Proposed options for SLAC Support Cleaning Connectors –Many connectors have small particulate debris noticed during Mate De-Mate Inspections –Debris is common and can be conductive Need a way to safely remove debris at real time inspections (method must meet ESD control requirements) Using air to blow debris out of connector is not good practice (we don’t know exactly where the debris ends up) Is vacuum with gentle ESD compatible brush an option ? Lead stack operations generated much debris –Primarily AL foil with some lead / painted lead particles –Need ES&H approved management method

GLAST LAT ProjectOct. 23, 2003 Page 7 Issues / Proposed options for SLAC Support Moving large items into and out of clean room 104 is problematic –Need Logistic Support Analysis to understand significance of problem Need additional detail from ACD for their operations –Need to define storage areas for larger items Large items are: LAT Rotation / Support Stand, EM-CAL Rotation Support Stand, 1 x 4 Support Stand, LAT Transport Container, LAT Van de Graaff Support Braces, LAT Lift Fixture, ACD Trailer, ACD Lift Fixture, 1 x 4 Lift Fixture, Modal Survey Stand, Thermal Vacuum Support Stand Braces, etc. –Now clear that all this stuff will not fit in Room 104 while supporting integration operations

GLAST LAT ProjectOct. 23, 2003 Page 8 Issues / Proposed options for SLAC Support Need improved photography support equipment –Medium resolution camera with Macro lens –Medium and tall Tri-pods –Much improved lighting for detailed shots –May need a Boro-Scope for TKR Cable lie down and other verifications –Clear process for archiving photos Plan to take integration Close-Out Photos (COPs); Experience has shown COPs to be of tremendous value SLAC Seismic Requirements impose anchoring methodologies –Need to validate Room 104 floor for anchoring plans –Anchors will reduce hardware movement flexibility and add time to associated operations Need to determine if required for short duration operations (i.e., Van de Graaff, Modal Survey, Hardware fit checks, etc)

GLAST LAT ProjectOct. 23, 2003 Page 9 Issues / Proposed options for SLAC Support Need improved communication capability in Room 104 –Current intercom is not very effective –Two way radios ? Cell Phones ? Preferred since this does not tie a person to the Control room intercom MGSE Department needs to devote time to releasing about 40 drawings –About 15 of these drawings should have been released prior to proof test –Correct drawing release process should reduce risk by getting more eyes to view plans –EM drawing release process should not be acceptable for flight hardware processing (it was too lax and did not have project control over sight)
