What role(s) does the sector see being undertaken by NMHSs and WMO (over the various space-time scales)? What does the sector see as the biggest challenge facing the implementation of the GFCS and what can the sector do to overcome them? Who are the key partners in capacity development efforts, and what are the optimal ways to pursue and sustain the partnerships?
