CAMD PROGRAM UPDATE NACAA/EPA Ambient Air Monitoring Steering Committee Clean Air Markets Division, OAP June

Topic Summary CASTNET Network Status Multi-pollutant Contract Modified denuder and filter pack Ozone monitoring upgrade NADP passive ammonia monitoring Mercury monitoring

Network Site Status

CASTNET budget in the near future 25% Reduction in FY08 EPA CASTNET budget Translates to 8-10 sites shutting down Continuing reduction at NPS –Anticipate shutting down 8 sites over 5 years Impact on Funding to NADP –Reduce Site Audit Program –Eliminate support for 10 sites For 2008, 86 → ~69 sites –45 EPA sites –24 NPS sites Facing 280K per yr Ozone QA cost –Conversion may be delayed ?

Multi-Pollutant Instrument Contract Initiated a performance-based instrument procurement contract for 3.4 Million to identify a high resolution, multi-pollutant instrument to replace current CASTNET technology Contractor must meet specific performance goals specified in the contract -RFP issued – March 8 th -Proposals due – April 20 th -Technical Evaluation Panel (TEP) – convened and currently writing the report -Award Date – July 1 st (up to two contractors) Contract Breakdown (July July 2012): -Initial Demonstration Period (30 days) -Development Period (12 months) -Final Demonstration Period (30 days) -Option to Purchase, Deploy and Operate Additional Instruments (remaining 2 years)

Contract Breakdown Base Period (2 months) –2 instruments delivered within 90 days of award –30 day demonstration period –Must meet 75% of contract performance goals Option Period I (12 months) –12 month development period Continued evaluation of progress toward contract performance goals Option Period II (2 months) –30 day demonstration period Administered by a third-party (i.e., ETV Program) Must meet all of the contract performance goals Option Period III-IV (Remaining 2 Option years ) –Exercise option to procure and deploy additional instruments –Exercise option to operate instruments Anticipated award of contract is July 2007

Modifying the CASTNET Filterpack TeflonParticulates SO 4 2- NO 3 - NH 4 + Ca 2+, Na +, Mg 2+ Cl - Gaseous HNO 3 SO 2 Nylon Gaseous SO 2 Whatman Airflow Filterpack Strengths:  Long-term Consistent Record  p-SO 4 2-  Total NO 3 - (p-NO HNO 3 )  Base Cations  Cost Potential Improvements:  Temporal Resolution (daily)  Add Ammonia (NH 3 )  p-NO 3 - /HNO 3 Uncertain *  Ammonium (p-NH 4 + ) Bias * * chemistry on Teflon filter Concurrently exploring a more traditional alternative to online multi-pollutant analyzers

Met One Instruments SASS: Ambient Chemical Speciation Sampler Canister Currently the predominant sampler in the Speciated Trends Network (STN) The STN samplers collect 24-hour every 3 rd day. The SASS can be easily modified to collect sequential daily samples. The sampling method can also be modified to incorporate desired improvements.

Inlet Denuder (1) Denuder (2) Modified SASS Canister Filter (Particulate) Acid Impregnated Filter Denuder (1) analyzed for SO 2 & HNO 3 Denuder (2) analyzed for NH 3 Nylon Filter analyzed for particulate: SO 4 2-, NO 3 -, NH 4 +, Cl -, K +, Na +, Mg 2+, and Ca 2+ Ammonium from the Nylon Filter Rectifies p-NO 3 - /HNO 3 Ammonia (NH 3 ) = yes Removes Ammonium (p-NH 4 + ) bias 24-hour samples

Rural CASTNET Ozone Monitoring

Ozone Monitoring Upgrades 57 EPA CASTNET Ozone Analyzers 37 units need replacement 15 units on order 40 CFR Part 58, Ozone Monitoring Requirementsby O 3 season 2008? AIRNow and AQS by O 3 season 2008? Current models are no longer supported by the manufacturer

Ozone Monitor Upgrades

Proposed NADP Passive Ammonia Network Purpose: To determine actual costs of network, sampling variability and other considerations Bi-Weekly measurements Core network of 10 EPA-sponsored sites –Triplicate Radiello devices + field blank –Collocated with denuder or continuous ammonia monitoring –Ongoing evaluation of data will be used to determine if frequency of field blanks and replicates may be reduced –$7700 per site QAPP & SOPs to be prepared Total program cost $225K over two years Additional sites may be added at $5k/site

Denuder Filter Radiello Ogawa From Gay and Kenski Best accuracy compared to denuder measurements Best reproducibility Lowest detection limits From Gay and Kenski Radiellos had very promising results Triplicate measurements
