Evergreen/Eastridge Charrette Stakeholder Meeting Highlights

Transportation and Major Roads Synchronize traffic lights School traffic access and kids safety Improve traffic movement Create pedestrian friendly environment Transportation demand management Regional solutions imperative

Transit Improve pedestrian and existing transit connections from homes to work to community facilities Efficient shuttles, transit alternatives--- immediate need. Light rail stations exciting and mixed use. More communication about existing transit services Better design of pedestrian corridors

Vietnamese Outreach Community area or dedicated street with a distinctly Vietnamese character that includes Vietnamese design and cultural elements, lotus towers, pictures, fish scale tiles, doors, foliage, bamboo, etc) Façade, courtyard help in shopping center; streetscape. High-quality café’s and restaurants that would appeal to the broader community as well---outdoor marketplaces and vendors. Wide open entrances---in Vietnam doors were open from early in the AM to late at night, alleys and arcades, place where older people can meet and that has after school activities for kids Community networking (the lunch meeting provided a very active exchange of business cards! More information and communication on City plans – City should inform community through church, Buddhist Temple, , etc.

Vietnamese Community Outreach A place for seniors, teens and children to meet More neighborhood parks Need connections and walkability A cultural center near public transportation for a sense of identity Community networking More communication with city

Latino Community Change shouldn’t displace existing residents and families Need for affordable housing; young families, home ownership and stabilization of existing residents Assistance with existing homes maintenance Use portions of flight path for passive park Places/activities for children and teens Opportunities for Latino business in Eastridge redevelopment Affordable day care Safe street crossings

Schools, Non-Profits, Churches Cultural Groups More flow of information to residents regarding existing resources and services. Improve school facilities - convert to hubs of community activity---open more hours---locate services and activities in school---continue teacher housing assist. Better pedestrian access to schools---connect with trails Large public space for community festivals, celebrations, meetings, classes, etc. Add movie and theater facilities including multi-lingual facilities Improve park facilities---lighted athletic fields, restrooms- --programs for people of all ages, cultures Add new elementary school site to Ley Va

Business Owners and Neighborhood Retail Most businesses are self-financed using family funding and staffing. Signage overwhelms Tully Businesses are not coordinated---need round table Diversity and economic development must work together Latinos worry that they will be left behind or forced out of economic development Vietnamese fear they lack political and economic presence Move toward multicultural accessibility with 60 languages---can’t have 60 niches

Parks, Trails, and Community Facilities Connect bike and pedestrian pathways into raging waters and Lake Cunningham. Open access to LC Park Diversity representation and historical commemoration (e.g. memorial grove to ethnic figures). Rec Facilities---e.g..., Swimming pool, children's oriented interactive art from all ethnic groups, performing arts center, skate park, lighted athletic fields, community center for meetings, parties, bowling alleys and ice rink. Public art that reflects walnut orchards and what was in the area historically, arbors and native vegetation.

Arcadia site Pedestrian and auto access across and through Arcadia site for existing and proposed uses Include park/green space/athletic fields with landscaping that references past—orchards, gardens Provide adequate parking Housing mix—including affordable housing, senior housing and adequate infrastructure for second units Include small hotel/inn Location of LRT Provide for views to eastern hills

Housing Housing closer to transit---LRT closer to housing More rental housing new and rehab More home ownership opportunities Utilize existing sources of funding for affordable housing, state fed tax credits, bonds, HFA, Redevelopment $, rehab assistance etc. More affordable housing, mixed housing and open space—range of types Homes for grown children of residents. Improve pedestrian access and connections to existing housing

Eastridge Mall “Eastridge is…an important institution in the community and should reflect the community’s diversity....where different communities and cultures come and mix.” More direct connection to transit (tunnel, protected walkway, lighting) and for pedestrians – transit station as a place New strategy: add entertainment, sit down restaurants, mix of independent and franchise retail, interior improvements Sears property most developable- outside airport path Want a main street appearance, flowers, fountain, less pavement, cultural diversity reflected in architecture Confusing – driving approach, levels, lack of signage Want places for artists to show work, musicians to play, concerts, performance area, keep ice rink that is used for teams and leagues.

Land Use Policies and Airport Need density to support transit and provide affordable housing---but fear of density is issue Residential stabilization important so density OK Place design in context of regional plan FAA and county land use restrictions on development in and around airport. Flood plain issues Exceptions can be made at airport, but must pass safety guidelines Improvements to airport site needed

Infrastructure and Street Design Improved Pedestrian crossing Capitol Expressway. Redesign streets to promote safety. Greater housing density; alleys, garages on rear. Street lighting Storm drainage and runoff detention for new development
