3. Strategic Plan: Process The process should be designed to: Bring together and & involve the right institutions and individuals clarify the problem; develop and agree appropriate programme of action; involve and influence policy makers, decision takers, central government, civil society, academia, the corporate sector, municipalities

4. Committee to oversee the process Is there already a National Environmental Protection Committee or Board (NEPCOM)? Is there any other national committee that oversees implementation of the Basel Convention?

5. National Working Group (or Waste Management Board) The ministry responsible for administering Basel should set up a national co-ordinating mechanism or Working Group to oversee implementation of the Convention, including mobilising resources. It would bring together technical, financial & administrative waste management expertise. The Group would lead in preparing the Strategic Plan & in promoting Basel in national plan formulation; The Working Group should comprise representatives of all ministries, other relevant institutions & stakeholders involved in managing hazardous & other wastes. The responsible ministry would provide administrative support.

6. Baseline The baseline is the basis for planning national action to implement the Convention: –National Working Group determines, in precise terms, what the country's obligations are as a Party to the Basel Convention and issues a status report on implementing the obligations, highlighting which items are still outstanding. –Institutional and legal analyses establishes the frameworks for future implementation of the Convention and will typically identify areas that require action to support implementation. –The most fundamental element of the baseline is a detailed national waste inventory, including waste audits.

7. Baseline continued The Baseline will also clarify: What is known of the impact of hazardous and other waste on the environment, on existing and future human populations, their health & economic status? How is the current situation worsening with time as the waste increases in volume, diversity, complexity and distribution through the country? What critical gaps in knowledge need to be filled through further surveys? What financial resources are available?

8. Analysis From the baseline data, what is the national situation in terms of the overall problem and how it is being addressed? How important is waste to other primary sectors such as poverty eradication, wealth creation, health, the natural environment? How can waste be minimised, how can industry and commerce be persuaded & helped to be responsible for ESM of their processes & products? How adequate is legislation and capacity to enforce it?

9. Parallel promotional campaign It is vital that the strategy process be followed by the media and that all possible opportunities are taken to keep the issues in the eyes of the population. In addition, hazardous waste incidents, crises and news from other countries should be promoted to the national media.

10. Action Plan The Strategy should include or refer to an Action Plan laying out the programme of activities needed to achieve a satisfactory outcome, with detail on responsibilities, timing and budgets;

11. Writing, presentation & promotion of the Strategy The strategy process itself should of itself influence all institutions represented on the Working Group; In addition the Strategy should be carefully presented in terms easily understood by the key participants in the national planning processes and by the public.
