Parish Planning Preparing an Action Plan What is the purpose of the Action Plan in your Parish Plan? Feedback from Workshop Sets out our ambitions Identifies actions specific to the community Encourages ownership by whole community Delivers on priorities Involves whole community in decision-making Provides Parish council with mandate, priorities and timeframes A framework for meaningful discussions with service providers/organisations Provides potential support and direction for a Neighbourhood Plan

Step 10 Communicate your survey results, your draft objectives, and any actions you have so far developed. Seek feedback and recruit volunteers to assist with the objectives and actions Communicate where action is not required or considered impracticable. Be open to challenge. Parish Planning – Turning Your Community Questionnaire into an Action Plan Develop actions to achieve the objectives; e.g. “Seek assistance from HC to develop a biodiversity profile for the parish”; “Recruit volunteers to develop a Biodiverstiy Plan for the parish”; “Identify potential new wildlife sites”; “Seek funding to purchase and develop new wildlife sites”; “Undertake further one-to-one interviews with elderly residents to establish their needs”; “Investigate parking behaviours at x”; “Discuss options with HC to reduce parking problems at x” Step 8 * What is a mandate? A simple majority of 51% may be sufficient for non-controversial issues but a higher percentage may be advisable for more contentious issues. If you have already set up Thematic Groups, add in any supporting evidence that they can provide, including any quick wins already achieved Step 6 Prepare a very brief report (bullet points would do) showing negative or inconclusive results Step 9 Step 5 Create a series of objectives; e.g. “To protect and enhance biodiversity in the parish”, “To improve support for the elderly and disabled”, “To improve parking arrangements in the parish”, etc. Step 2 Identify issues where there is a clear minority need (e.g. help for the elderly, parking affecting a particular street, etc.) Identify issues where there is a clear overall mandate* (majority); e.g. 78% in favour of creating wildlife habitats Step 1 Step 7 Discuss these issues with your Implementation Support Officer and either add to Step 8 or Step 9 Step 3 Identify issues where there is majority support or a minority need but you think are a low priority or difficult to influence Step 4 Identify issues where there is neither majority support nor a minority need

Preparing an Action Plan Now you have decided what needs to be addressed, you can start to build your action plan Parish Planning But first, what rules do you think you need to observe when action planning? As a working document, what does your action plan need to show? Preparing an Action Plan What is the relationship between the Action Plan and your final published Parish Plan? Cost? Priority? Actions? Objectives?Importance? Who does it? Progress? Dependencies? Timescales? Partners? Funding? Communications? Justification?

Using the issues identified in the 10 step guide begin drafting your Action Plan Agree lay-out of Action plan Populate with draft examples from first exercise Workshop Exercise – Cottidge Pye & Chotney

Once you have your draft Action Plan, who do you need to consult? Preparing an Action Plan In what order? Your Community (including identified volunteers) Your Parish Council Relevant Service Providers and Agencies

Once you have your Final Action Plan, you can begin to draft your final Parish Plan Preparing the Final Plan What do you think your printed published plan should include? History? Geography? Photographs? All survey data? Some survey data? The parish plan process? Maps? Your Action plan? All of these? Some of these? Some as appendices? Some printed and some on-line?
