EPME Distance Education Program (DEP) Presentation College of Distance Education and Training . Marine Corps Training and Education Command ….In August 2010, Gen Neller, tasked the College of Distance Education and Training to leverage modern learning technologies for the EPMEDEP and align it with the resident courses of instruction. What you just saw is just a glimpse of what we have been creating. Most of which is already available to your Marines. Today, across the realm of EPME, we’re expanding to address the challenges of distributed operations and the added responsibilities enlisted Marines face not only on the battlefield, but back here at home as well.

I cannot emphasize enough to pay close attention to the MARADMIN for these details. Marines who turn in the MCI after the established dates will not receive credit! Leading Marines activated Nov 2010. The MCI is discontinued. Corporals Course was developed by a subcontractor and activated Jun 2012. Sergeants Course activated Feb 2013. The MCI will be discontinued 1 July 2013 and Marines have until 31 Dec 2013 to complete or be disenrolled. Career Course is scheduled to activate Jan 2014. Advance Course is the prerequisite to attend the academy and activated Dec 2011. Now, lets take a look at the notes on the slide. Note 1 no longer applies. 1 1 – July 2013, completion of ACDEP (EPME7000AA) within previous year to be eligible to attend the resident Advanced Course. 2 – Oct 2013, Corporals Course becomes mandatory for promotion to Sergeant 3 – July 2014, Career Course Seminar pilot

EPME DISTANCE EDUCATION PROGRAM ABOUT THE COURSES Leading Marines MARADMIN 640/10 Replaced Leading Marines MCI PME requirement for LCpls 4 courses, 17 lessons Enrollment open to all ranks Corporals Course DEP MARADMIN 314/12 OR CSCC will be the PME requirement for Cpls (1 Oct 2013) 7 course, 24 lessons LCpl can take CCDEP if they have completed Leading Marines on MarineNet. Revised all end of course exams. Leading Marines is not as robust as we would have liked it, but we will pick that up in phase 2 of our development schedule. Phase one was simply to get something on the street that improved upon the previous model and from all the feedback we hit the mark. Leading Marines incorporates 15 hours of instruction covering 24 new topics. After we completed Leading Marines, Corporal Course became the priority (as directed by the CMC) since it was the only rank that did not have a PME requirement. This course was subcontracted out and became the first to integrate a full spectrum of interactive multimedia software. It includes 30 hours of instruction. Why only MarineNet grads, it ensures they received the updated information from the current Leading Marines curriculum.

EPME DISTANCE EDUCATION PROGRAM ABOUT THE COURSES Sergeants Course DEP MARADMIN 085/13 Will replace MCI 8010 series MCI course PME requirement for Sergeants Resident course prerequisite 9 courses, 29 lessons developed Advanced Course DEP MARADMIN 729/11 Replaces 8200 series MCI course Pre-work for resident course 5 courses, 18 lessons End of course exams review in progress The Sergeants Course has been developed as the PME requirement and to act as the prerequisite to its resident course counterpart. Resident and DEP developers worked hand and hand with one another to ensure the curriculums are aligned. The Sergeants Course DEP consists of 60 hours of instruction. The Advanced Course looks into the middle management challenges that a GySgt is faced with and provides the knowledge and tools for them to be successful. There are 48 hours of instruction that take a fresh look at those subjects we all thought we knew.

EPME DISTANCE EDUCATION PROGRAM CAREER COURSE Career Course DEP Will replace MCI 8100 series 7 courses, 26 lessons PME requirement for SSgts (initially) Prerequisite for SNCOA resident Career Course Seminar Convenient regional locations not yet determined Access to local regional instructors and peer interaction for SSgts who are unable to attend resident SNCOA Meet one night a week for 15 weeks Adjunct faculty from active duty and retired communities For Staff Sergeant its a whole new look. We are developing along two lines. We are in the beginning stages of building the Career Course as a PME requirement similar to the other models. Its looking like approximately 60 hours of instruction. Then, once the seminar is online, we will transition that product to pre-work. So, what does that mean? In the future, attending either the resident course or seminar will become the requirement for all Staff Sergeants. Now for the seminar! We will also develop a seminar program based on the very successful OPME model. The pilot program will be conducted in two locations, not yet identified, where Staff Sergeants will attend one night a week for a 15 week period. Regional coordinators and adjunct faculty will hired at each location to guide the student through this experience. Something to think about, if you are getting ready to transition out of the Marine Corps and need a job. Just saying. Questions?

And in just two years we have developed three of the six courses, with a fourth nearing completion. Leading Marines DEP – first product and the requirement for promotion. Corporals Course DEP – Filled a vital gap in the PME continuum. Either or becomes the requirement Oct 2013 Sergeants Course DEP – Currently in development and nearing completion. Will replace the MCI as the requirement just like current MCI model. Career Course DEP – Will replace the MCI as PME requirement; Front end analysis being conducted; available sometime around Oct 2013. Enlisted Career Course (ECC) Seminar – Will provide a resident experience to more SSgts; The pilot will be out the summer 2014 Advanced Course DEP – Pre-work for attending resident advanced course; enhances the resident course experience by giving GySgts a foundation of knowledge prior to attending. 27% 29% 65% 88% - Distant Education Program - SNCOA Resident Program (REQ) - Marine Corps promotion requirement

TESTING Computer based testing provides tighter proctoring capabilities. These assessments are not written on the collegiate level, but the Marine must know the material to pass the test. If they fail the test, there are remediation periods for Marines to review the material before making additional test attempts: 12 hours for the first failure 24 hours for the second failure Disenrollment for third failure Lost connectivity may = a failed test attempt. Contact help desk. They can reset test attempts. Again, the previous model is gone. I am sorry but in order to complete distance education today, you are going to have to attempt to learn something. Through our data analysis and investigating, we have found that Marines are continuing with the MCI mentality and trying to challenge the tests. Example. MSgt, 0369, Training and Education, “The tests are challenging, I failed Warfighting twice before I thought shit, I better take a close look at this material.” We have to change the dichotomy of enlisted education mindset!!!!

EPME DISTANCE EDUCATION PROGRAM INSTITUTIONAL RESEARCH (IR) Quarterly analysis reports are generated on pass rates, number of attempts, test times, as well as detailed item analysis. Human dimensions are also taken into account. (MCI mentality vs. learning) The below graph represents first enrollment pass rate for Advanced Course for the three quarter 2012. Advanced Course 7100 7200 7300 7310 7400 Pass rate 78.7 97.07 99.69 99.6 97.94 Quarterly reports are pulled for quality assurance and trending. These reports depict a comparison of averages and individual item analysis which are the two main documents we use. But our IR people are pretty smart and we can even pull test time averages. If there is a problem area, we will use this data to determine if it is a course problem or a human dimension problem. The chart above represents the pass rate percentages for the Advanced Course. As you can see the pass rate for the first subcourse (7100) is below average. What we found out was that GySgts were going into the course with the MCI test mentality and really killing the pass rate average. Once they realized you have to go through the course and review the material before taking the tests, their pass rates jumped on the remaining four courses.

EPME DISTANCE EDUCATION PROGRAM TIME STATISTICS As I stated earlier, test times can be accumulated in our reports as well. Here 77 GySgts took that same 7100 end of course exam in less than 15 minutes. Of those, 62 subsequently failed. I say again, in today’s EPME DEP model you are going to have to attempt to learn. Its not a check in the box requirement anymore!

EPME DISTANCE EDUCATION PROGRAM ITEM ANALYSIS Here is an example of our item analysis. As you can see, we can tell how many people selected each answer and break that down further by which test attempt they were on. The segment above show a problem area with question 2.2.2b. Only 69.27% of the students are selecting the correct answer. Anything below 75% or 99% we research the question, the curriculum, and the IR data.
