Non-Storm Water Discharge (NSD) (Dry Condition) Observation Inspection and Reporting

Any and all discharges from industrial sites must be permitted to be legal discharges. Your NOI permit obtained under this program is what allows you to legally discharge storm waters from your facility. As a condition of your permit to discharge storm water, you agree to eliminate all non- permitted discharges and to monitor and record your facility’s non-storm water discharge or NSD activities.

Our members use the NON STORM WATER DISCHARGE or DRY OBSERVATION REPORT to document NSD activities.

The NSD inspection must be conducted during dry conditions only. Because you are looking for discharges that are the result of a non-rain event, the NSD inspection can not take place during a rain event. The NSD inspection must be conducted by a current member of your site’s Pollution Prevention Team and must be listed as such in Section 3 of your program manual. The findings of your NSD inspection will then be documented on the Monthly NSD Observation Report form. This presentation will focus on how to correctly complete the Monthly NSD Observation Report.

: Record the name of the member facility as it is registered with ECMS. 2: Record the WDID number of the member facility. 3: Record the name of the Pollution Prevention Team member who conducted the inspection. The inspector must be listed as a member of the PPT. 4: Record the title of the person conducting the NSD inspection. 5: Record the MONTH and the YEAR of the NSD inspection. Do NOT record the date on this line. 6: Select the appropriate GSMP.

This is the section of the NSD Report that you will record the findings of your inspection. Each discharge point identified in your facility’s SWPPP is an observation location and must be inspected. After each location is inspected, your findings are recorded in this section of the NSD Observation Report. To determine your facility’s specific Observation Locations/ Discharge Points refer to Section 3 of your program manual.

Box 1: Provide description of the observation location. For example: NW corner of lot. Boxes 2 and 3: Record the DATE and the TIME that this specific observation location was inspected. Box 4: Enter YES ONLY if the location is DRY and CLEAN. Otherwise you will enter NO. Boxes 5 and 6: If NO was recorded in box 4, there is a non-storm water discharge. If that NSD is APPROVED check box 5. Refer to Section 3 of your program manual to determine if your facility has any approved NSDs. If the NSD is NOT APPROVED, check box 6. DO NOT CHECK BOTH BOX 5 AND 6. Box 7: If the NSD is from an offsite source, check box 7. Box 8: Provide all applicable information/details required to complete box 8 including description of offsite sources and measures taken to control/eliminate the NSD and/or offsite run-on.

The last area of the report to review is the “Comments” section. This is an optional section. It can be used to provide additional or more detailed descriptions of the findings being reported. Please do not use this area as a place to send message to ECMS staff. In this way we can insure quality customer service and program support.
