THE GIT STRATEGY REVIEW 35th APEC Transportation Working Group, Bangkok, Thailand, February 20-24, 2012 THE GIT STRATEGY REVIEW Per recommendation for IIEG Chair, the GIT agreed to revise the APEC GIT Strategy by adding the project action plans and linkages between the project action plans and the GIT Strategy and Ministerial Directives. Terms of Reference of the GIT remains unchanged. Action 16-1: For the GIT Co-Chairs to update the APEC GIT Strategy intersessionally by including the work plan and work program of the on-going GIT projects and to present the updated document for APEC GIT endorsement at the GIT/17 meeting.

PROGRESS OF THE PROJECTS/ACTIVITIES 35th APEC Transportation Working Group, Bangkok, Thailand, February 20-24, 2012 PROGRESS OF THE PROJECTS/ACTIVITIES 1) the APEC GIT website (www.apecgit.org) – Republic of Korea The website design and functionality are updated. All presentations and previous project outcomes are now downloadable from the web site. Action 16-2: For Republic of Korea as the webmaster of the APEC GIT website to coordinate with APEC Program Director in harmonising the design of the APEC GIT website with the APEC standard template. Action 16-3: For the GIT member economies to promote the use of the APEC GIT website to wider audiences within their economy. Action 16-4: For Republic of Korea as the webmaster of the APEC GIT website to add a link to the guidelines on the APEC projects and a link to the APEC projects database. The updates of APEC GIT website are introduced. The website design and functionality are changed, the background image is renewed, and the every presentation files are uploaded. The economies gave several comments about the website updates. The materials are supposed to be converted into a PDF format. The website design is need to be harmonized with APEC websites.

PROGRESS OF THE PROJECTS/ACTIVITIES (cont.) 35th APEC Transportation Working Group, Bangkok, Thailand, February 20-24, 2012 PROGRESS OF THE PROJECTS/ACTIVITIES (cont.) 2) Performance-Based Navigation Regulatory Review and Evaluation Program (PBNRREVP) – The United States The project is still on schedule. Funding and RFP have been approved. Process for selection of a contractor will start soon. Tentatively, Malaysia and the Philippines will be the 1st and the 2nd economies to have site visits, respectively. 3) Regional RAIM Prediction System – Thailand Current status of the project is finalizing the procurement for the establishment of the APAC Regional RAIM Prediction System to support ABAS. PROGRESS OF THE PROJECTS/ACTIVITIES (cont.) 35th APEC Transportation Working Group, Bangkok, Thailand, February 20-24, 2012 PROGRESS OF THE PROJECTS/ACTIVITIES (cont.) 4) Joint Multi-GNSS Demonstration for the applications on transportation field in the Asia-Pacific region - Japan To promote the demonstration campaign activities, MGA was established. JAXA, Japan is seeking a possibility for a joint demonstration project between the MGA and the APEC GIT. Action 16-5: For JAXA, Japan, to work with APEC Program Director and APEC GIT Co-Chairs on enhancing the Concept Note for the Joint Multi-GNSS Demonstration Project. The revised Concept Note will then be circulated to APEC GIT member intersessionally, prior to submission for APEC funding process. Action 16-6: For GIT member economies to consider co-sponsoring the Concept Note for the Joint Multi-GNSS Demonstration Project. Multi-GNSS Asia (MGA)

Satellite Constellations and Plans The United States: GPS Status  currently 31 operational satellites Update on LightSquared issues People’s Republic of China: COMPASS  currently 10 satellites launched and  other 6 satellites will be launched this year Conclusion16-1: The APEC GIT expressed its support to the US government for the activities in protecting GPS frequency from potential harmful interferences. GPS status: U.S. objectives include global compatibility and interoperability with GPS and protection of radio navigation spectrum from disruption and interference. 31 healthy satellites - The system accuracy has exceeded published standards. As the U.S. continues to modernize GPS, new capabilities and civil signals are being developed and deployed including L2C, L5, and eventually L1C. The 4th civil signal, L1C, is designed with international partners for interoperability. It launches with GPS III in 2014. We expect it to be operational on 24 satellites by around 2021. The control segment is also being updated to enable new capabilities for new signal in the satellites. Modernization of all segments is on track. The International Astronomical Federation bestowed its 60th anniversary award to the U.S. GPS program in 2011 for the benefits that it has brought to humanity. LightSquared: Harmful interference to GPS receivers and devices – multiple test efforts were conducted. In aviation, the FAA conducted analysis with LightSquared on certified avionics which indicated impact to GPS equipment supporting: Terrain Awareness Warning System (TAWS), GPS-based approaches and departures, Automatic Dependent Surveillance-broadcast (ADS-B)   The FAA analysis concluded that LightSquared’s proposals are not compatible with several GPS-dependent aircraft safety-of-flight systems. The consensus of the National Space-Based PNT Executive Committee is that there appear to be no practical solutions or mitigations that would permit the LightSquared broadcast service, as proposed, to operate in next few months or years. These results were confirmed in a letter on February 14, 2012 from the National Telecommunications and Information Administration (NTIA) to the FCC. China: The latest successful launched of 10th BeiDou navigation satellite was in 2nd, Dec, 2011. And there will be launched other six BeiDou navigation satellite this year. Regarding ICAO resolutions A37-12  starting to develop SARPs to support the implementation of the COMPASS navigation system of China into the global framework. working on defining BeiDou application demonstration projects.

REPORT FROM ICAO Aviation Systems Block Upgrade (ASBU) 35th APEC Transportation Working Group, Bangkok, Thailand, February 20-24, 2012 REPORT FROM ICAO Aviation Systems Block Upgrade (ASBU) The concept of operation adopted by ICAO APANPIRG GNSS seminar (26 Mar 12) Action 16-9: For the APEC GIT Co-Chair, to make a presentation regarding APEC GIT activities to the ICAO APAC Office GNSS Seminar on 26 March 2012. Action 16-10: For the APEC GIT member economies to encourage participations and to consider making presentations at the forthcoming ICAO APAC Office GNSS Seminar on 26 March 2012. ASBU designates a set of improvements that can be implemented globally from a defined point in time to enhance the performance of the ATM System. System Blocks, organized in five-year time increments starting from 2013 through 2028 consist of modules, which when combined, enable significant improvements to the airspace capacity and safety and provide access to the benefits.  the new concept ICAO is going to present to the 12th Air Navigation Conference. ICAO Asia Pacific Office is organizing a Workshop on this concept and preparations for the 12th Air Navigation Conference from 21 to 25 May 2012. the Concept of Operation adopted by APANPIRG in its 22nd meeting stressed on the usage of GNSS for navigation and surveillance systems. GIT was informed about the significant outcome of APANPIRG/22 meeting which were relevant to the implementation of GNSS in the region. Conclusion 22/22  mandating GNSS enabled area navigation systems for all RNP navigation specifications adopted as minimum requirement in the APAC region. APANPIRG very strongly recommended protection of aviation utility of GNSS through regulatory arrangements. APANPIRG also recommended ADS-B Airspace Mandate to provide benefits to the equipped aircraft. APANPIRG has recommended that the States providing ADS-B based surveillance be urged to upgrade their ADS-B ground stations in time (2012 – 2015) to accommodate DO260, DO260A and DO260B standard transmissions to provide service to all the aircraft likely to be equipped with different standards operating in the region. GIT was informed about the important ICAO regional events including meetings and workshops scheduled for the next couple of months and member economies, organizations and industry were invited to participate and benefit from the cumulative experience.

Request for cooperation in developing a questionnaire and an ionospheric model Conclusion 16-2: The APEC GIT agrees to provide APEC GNSS testbed data to support the ICAO Ionospheric Studies Task Force. Coordination activities should be coordinated between ICAO APAC Office and APEC GIT Co-Chairs. Action 16-7: For the GIT member economies to continue collecting single/dual frequency GNSS data and to provide the GNSS and Ionospheric data to support activities by the ICAO Ionospheric Studies Task Force. Action 16-8: For the project consultant of the PBNRREVP to cooperate with the ICAO APAC office through coordination with the APEC GIT Co-Chair in the development of the questionnaire regarding the PBN and GNSS regulatory process. GIT has been requested to help ICAO APAC Office in developing a questionnaire for assessing the regulatory environment for the implementation of GNSS in the region and help in developing an Ionospheric Model for GBAS and SBAS in the region. GIT has been urged to coordinate with ICAO APAC Office in the matters related to the implementation of GNSS applications for civil aviation in the region. I would like to mention here that a similar Task ‘Evaluate regulations for the use of GNSS, and if such were the case, proceed its publication’ was created in ICAO South and Central America Region and the Task has been completed.

35th APEC Transportation Working Group, Bangkok, Thailand, February 20-24, 2012 ECONOMY REPORTS 6 member economies (Australia, People’s Republic of China, Republic of Korea, Chinese Taipei, Thailand, and the United States) provide updates on GNSS implementations and activities in their economies. 12 presentations are made. Covering aspects of GNSS infrastructure, procedures, policy and regulations, R&D, agreement and cooperation GPS jamming/Interference to GPS is an issue that all economies concerned GNSS provide safety and efficiency Australia: APEC GIT could consider the feasibility of a regional SBAS to reduce costs and provide increased availability of augmentation systems in the region as well as assist in meeting the 2016 ICAO target for the adoption of approaches with vertical guidance (APV).
