GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 General Dynamics Decision Systems and Iridium Communications The Satellite Complement To Ground Infrastructure Michel G. Gelinas Program Manager

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 Ground and Space Technology Provides New Solution to Global CNS Challenge! Objective: l Provide pilots and controllers with communications, navigation, surveillance (CNS) services everywhere. Challenge: l Existing and planned ground infrastructure limited to geographically defined areas with support capabilities. Solution: l Satellite complement acts as gap filler and extends coverage where ground infrastructure is impractical or un-economical. Iridium plus ground system equals ubiquity of coverage !

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 The Incubation Phase - Alaska Barrow Nome Fairbanks Anchorage Bethel Juneau Ketchikan Shemya 0.2% of USA pop. 1/5 of USAPop. Density 0.24 person/sq. mile 7,000 airplanes 1 mile of road per 42 sq miles of land 1 aircraft accident every 2 nd day 550 Communities 1 death every 9 th day in aircraft accident Need for improved Communication & Information services!

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 Alaska FAA Capstone Program l Part of Safe Flight 21 l State-of-the-art ground/aircraft equipment l Capstone Benefits ä Improved Situational Awareness ä Flight, Traffic and Weather Information Services ä Saves lives l Benefits limited by equipage, both on ground and in aircraft A technology designed to improve air safety. Ground technology limitations can be solved with satellites.

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 General Dynamics Enhancement l Satellite technology complements ground architecture. ä Use available air-to-ground link l Equip aircraft with dual mode transceivers ä UAT ä Satellite l General Dynamics technology allows for: ä Multiplexing of several aircraft on one channel ä Simultaneous voice and data on a single channel Down to earth! General Dynamics brings satellite technology …….

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 Satellite Complement Program l The Proof-of-Concept ä Completed March 13, 2002 l MITRE Evaluation ä Completed December 18, 2002 l Test and Evaluation ä In process l Leads to business case evaluation Satellite complement extends Benefits to remote areas.

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 Why Iridium Technology For Alaska? l Complete coverage of the earth, including poles l Satellites see into valleys l Cross links eliminate need for local Gateway. l Low cost hardware and service l Extensive areas without ground power, access, or comm. capability l Ideal complement to ground based system like Capstone Alaskan system exportable everywhere!

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 l Always on connection l Push-to-talk voice with controller l Cockpit audio panel connection l ADS, TIS, FIS l Data capable General Dynamics Technology Applied to Aircraft Use Data Under Voice allows for simultaneous transmission of voice and data over a single Iridium channel. Data Under Voice allows for simultaneous transmission of voice and data over a single Iridium channel. Netted Radio allows many aircraft to share a common channel with Controller. Netted Radio allows many aircraft to share a common channel with Controller.

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 Benefits to aviation community Minimizes and streamlines infrastructure investment! Iridium effectively complements ground infrastructure. Global operation Frequency coordinated Simultaneous voice & data Netted Architecture Always on Fully Integrated Gap-filler ATS benefits everywhere From surface up Oceanic PTT voice operation Automatic ADS

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 Multiple side Benefits l Full time communications capability can eliminate search from search & rescue operations. l Cost efficiency for ATC and users l Creates safety net ä full time communications capability l Creates convenience net ä full time satellite phone coverage capability l Improves business environment (as above) l Environmentally friendly (minimal or no ground infrastructure footprint)

GENERAL DYNAMICS Decision Systems Michel G, Gelinas Oct. 13, 2003 ACP WGC6/WP28 The Big Picture Supports Major CAA plans. Makes business sense. Satellite complement to ground infrastructure… Ubiquitous coverage. Minimizes capital investment.
