U.S. Plans for ADS-B Briefing for Seminar on Implementation of Data Link and SATCOM Communications 17-19 November 2003 Bangkok, Thailand Rob Strain MITRE CAASD on behalf of Federal Aviation Administration

ADS-B Technology FAA “Link Decision” has selected two ADS-B technologies for use in the NAS: 1090 ES and UAT Due to availability of ICAO standards, 1090 ES was selected as the link for near term applications for users requiring international interoperability (e.g. air carrier). UAT selected for its lower cost and additional capability benefits (FIS uplink broadcast) for other classes of users (e.g. general aviation). UAT is a candidate ADS-B link for all users for any future ADS-B applications which cannot be supported from a performance perspective by 1090 ES.

Status of 1090 ES RTCA MOPS (DO-260/Sept 2000; DO-260A/April 2003) DO-260A adds conformance with updated ADS-B MASPS, adds new receiver performance requirements, and supports TIS-B ICAO SARPS SARPs exist for DO-260 and are currently being updated to encompass DO-260A Boeing and Airbus are installing 1090 ES ADS-B broadcast capability on their new aircraft Approximately 500 U.S aircraft are equipped today for broadcast-only (DO-260).

Status of 1090 ES (2) ANC 11 Recommendation 7/1 Strategy for the near-term introduction of ADS-B That States: note that a common element in most of the approaches currently adopted for early implementation of ADS-B is the selection of the SSR Mode S extended squitter as the initial data link; and take into account this common element to the extent possible in their national and regional implementation choices in order to facilitate global interoperability for the initial introduction of ADS-B.

Status of UAT RTCA MOPS (DO-282/August 2003) ICAO SARPS ACP WG-C formally assigned the task Draft core SARPs and Technical Manual approved by WG-C for entering validation phase Annex 10 publication targeted 2007 FAA has equipped 200 aircraft in Western Alaska as part of “Capstone” program. Plans for 200 additional aircraft installations beginning 2004 Commitment by Embry Riddle University for about 100 installations on training aircraft during 2004

Plans for Ground Infrastructure (1) Implementation planned for certain early pockets of coverage (2003 - 2007) Alaska currently operating 10 ground stations (UAT initially) Supporting ATC “radar-like services” East Coast (New Jersey to Florida) (UAT initially) Prescott Arizona in cooperation with Emery Riddle University (UAT initially) Functional and performance requirements currently being developed for 1090 ES ground stations.

Plans for Ground Infrastructure (2) The FAA is currently developing plans for a longer-term national ADS-B ground infrastructure (2008 – 2015) Longer term plan is to provide air-ground coverage equivalent to current national SSR coverage plus certain additional “gap-filler” sites Dual link (1090ES + UAT) ground stations with capability to re-broadcast on the alternate link to provide dual link interoperability TIS-B will be provided to support airborne applications (e.g., CDTI) prior to full equipage with ADS-B Support provision of “radar-like services” via ADS-B
