Inquiry into non-natural deaths in detention of adults with mental health conditions Article 2 “Right to Life” Non-natural deaths between 2010 and 2013 Prisons, police custody and psychiatric hospitals Identify trends, implementation of recommendations from previous investigations, learn from good practice Aim to publish report and recommendations Spring 2015

Methodology Focus on existing evidence Analyse the evidence to establish the extent to which there has been compliance with Article 2, and Article 2 together with Article 14, of the European Convention on Human Rights Develop understanding about how organisations have implemented recommendations from previous inquiries and reports into non-natural deaths in detention Coordinate our work with other regulators, inspectors and ombudsmen
