Frequency Management Activities in Europe PRESENTED BY: FMG Chairman John Mettrop From UK Civil Aviation Authority

ACD A What is the FMG A European Air Navigation Planning Group (EANPG) sub-group where frequency/spectrum management experts can:- Undertake Work related to European frequency management Undertake Work related to ICAO spectrum management Undertake other specific tasks as directed by the EANPG

ACD A What is the Role and Responsibilities of the FMG The development of planning criteria for use within Europe Based on ICAO Annex 10 guidance material with regional variations The maintenance of a frequency assignment database for Europe The co-ordination, against agreed criteria, of changes to the frequency assignment database ICAO European spectrum management

ACD A Why Does Europe Need an FMG Complexity of Planning Issues Number of Large Airports 5 of the worlds top 20 within 600km of Luxembourg Proximity of States 11 States within same 600km radius of Luxembourg Number of Assignments 12,000 VHF Comms 10,200 Nav Assignments (2100 NDB, 1200 Loc, 1500 ILS, 1000 VOR, 3400 DME, 1000 MLS) Number of Co-ordinations 2003 (488 VHF Comms, 68 NDB, 41 ILS, 3 GBAS, 41 VOR, 101 DME & 3 MLS)

ACD A Where Does the FMG Fit? European Air Navigation Planning Group Spectrum Management Group Study Group Block Planning Frequency Management Group ICAO INDEPENDENT Spectrum Frequency Consultation Group

ACD A ISSUES Current & Future

ACD A Current Issues 8.33 kHz Implementation Introduction of VDL Introduction of GBAS Multiplicity of Systems Planning Criteria Planning, Co-ordination & Database Tools

ACD A Current: Introduction of 8.33 kHz Planning Criteria How to maximise Gains Currently 210 Conversions How long will the System have to Last How much will be Required Currently Above FL245 Future: >FL195 Controlled Airspace down to ground Uncontrolled Airspace Plan, Decide and Mandate Early

ACD A Current:VDL 2 & 4 (1) Multiplicity of Systems Planning Criteria VDL 2 vs 25 kHz, 8.33 kHz & VDL 2 VDL 4 vs 25 kHz, 8.33 kHz, VDL 2 & VDL 4 Frequency Availability Operational Requirements/Priorities Planned vs Implemented Test vs Operational Air Traffic Service vs Operational Control

ACD A Current: VDL 2&4 (2) A = ATSO = OPC* = Specific measures on ground AAAAAAAAOOOO Ac Si Ac Ar M4M2A Start (2002) AAAA Ac Si M4M2- Ac Ar Current (end 2003) AAAA-- Ac Si --M2- -M4-M2 Ac Ar Next Step AA* -M2- -M4-M2-M4-M2 Ac Ar Final Step Re-assigned elsewhere

ACD A Current: Introduction of GBAS Planning Criteria vs VOR vs ILS vs VHF Comms vs Broadcasters Database Changes Required Data to be Co-ordinated Currently 4 Assignments Co-ordinated

ACD A Multiplicity of Systems Number of Systems in a Band MHz ILS, GBAS Possibly MHz VOR, GBAS, VDL 4 Possibly MHz 25 & 8.33 kHz, VDL 2 & 4 Pairing of Systems ILS, DME, MLS VOR DME Inefficiencies in Planning Individual Bands

ACD A Current: Planning Criteria Maximise Planning Efficiency Areas being Investigated ILS MLS VHF Comms Factors Being Considered Height of facility Area of use/orientation Signal beam shape

ACD A Current: Planning, Co- ordination & Database tools Currently Available MANIF AFTN Work in Progress Updates to MANIF Web based co-ordination tool Database tool

ACD A Future Issues New Communications System How much spectrum will be required Type of spectrum required (Terrestrial, Satellite or combination) Spare Capacity Now Projected future including timescales Galileo/GPS in the DME Band Flexibility to ensure protected GPS/Galileo operations
