Identify Issues Summary  District on-time graduation rates remain flat.  Graduation rates for subgroups are disproportionate.  There is no organized approach to interventions.

Diagnose Causes Root causes  There are differences in how subgroups are treated.  Training on cultural competency has not kept pace with demographic changes.

Diagnose Causes Problem of practice In our school district, there is a lack of culturally responsive pedagogy, which results in disproportionate levels of absenteeism, which leads to higher dropout rates for students in subgroups.

Plan and Take Action  Describe the preferred end state.  Select strategies and write a plan.

Plan and Take Action End state Increase on-time (four-year) graduation rates by five percentage points for each subgroup by spring 2017.

Plan and Take Action Strategy Create, communicate, and implement a district- wide professional development plan for using culturally responsive pedagogy.

Plan and Take Action Logic Model If we provide high-quality, job-embedded professional development about culturally responsive pedagogy, then attendance rates will improve and graduation rates will increase, especially for students of color.
