 Federal regulations [34 Code of Federal Regulations (CFR), Part (h)] identifies functions of State Rehabilitation Councils (SRC) and their responsibilities to ensure quality rehabilitation services. Introductions

Roles, Functions and Staffing of the Council:

Partnerships Best Practice recommendations: The SRC-VR partnership is only as strong as the relationship that exists between the SRC Chair and VR director, who set the tone for the full membership and staff. Though mandated by federal law, the partnership between SRCs and VR extends beyond the shared accomplishment of mandated tasks. Specifically, the partnership is a call to action to advocate for and to hear the voices of the people served by VR.  An excellent resource and best practice guide is the 36 th Institute on Rehabilitation Issues, 2011, The SRC – Vocational Rehabilitation (VR) Partnership.

Partnerships Power Dynamics* Type Manipulative – partial power over another Competitive – Power against another Nutrient – Power for another Integrative – Power with another Model often found: Manipulative power – Manipulative power is a substitute for genuine communication and shared decision-making. Partnerships Power Dynamics* Other Models often found: Nutrient power - Nutrient power is based on a sense of responsibility for the well being of others. Whether expressed as parenthood, a benevolent dictatorship or statesmanship, nutrient power seeks the best for those over whom power is held. Integrative power – Integrative power approaches the concept of empowerment: my power together with your power will accomplish more than either of us could alone. It has overtones of cooperation, but all parties to integrative power may not enter into the alliance willingly.

Partnerships Power Dynamics* Best strategy is involving others: Goals – Your goals are interdependent; to reach yours is to contribute to the ability of others’ to reach theirs and vice versa. Controls – You rely on the on-going commitment and judgment of the other person. Urgency (time) – Time is available for exploration and problem solving. Balance of power – Both parties have information or expertise the other party needs; or both parties trust and respect each other. Commitment – Long-term commitment of others to your goal is sought.
