United States of America (USA) Plans for ADS-B Briefing for Seminar on Implementation of Data Link and SATCOM Communications November 2003 Bangkok, Thailand Andy Colón Federal Aviation Administration William J. Hughes Technical Center Atlantic City, NJ (USA)

2 Overview ADS-B Technology Plans for an ADS-B Infrastructure

3 ADS-B Technology The FAA has selected 1090 MHz (Mode S) Extended Squitter (1090ES) as the link technology to support the early introduction of ADS-B for international and air transport class users –The FAA will also support Universal Access Transceiver (UAT) for ADS-B on General Aviation aircraft within the U.S. Boeing and Airbus are installing 1090ES ADS-B broadcast capability on their new aircraft Many existing ACAS installations can be readily upgraded for 1090ES transmissions 1090ES can support up to 200+ nmi. air-to-ground coverage to support ATC surveillance –Actual coverage dependent on the configuration and location of the ground station –Ground stations will be used to deliver uplink Traffic Information Service – Broadcast (TIS-B) to support Cockpit Display of Traffic Information (CDTI) 1090ES can support up to 100+ nmi. air-to-air coverage, depending on the avionics configuration in use and the air traffic densities involved –shorter ranges in high traffic density locations with increased r.f. interference

4 Plans for an ADS-B Infrastructure Implementation planned for certain early pockets of coverage ( ) –Alaska initially with UAT being upgraded to add 1090ES –East Coast (New Jersey to Florida) dual link for 1090ES and UAT –Prescott Arizona in cooperation with Emery Riddle University The FAA is currently developing plans for a longer-term national ADS-B ground infrastructure (2008 – 2015) –Longer term plan is to provide air-ground coverage equivalent to current national SSR coverage plus certain additional gap-filler sites –Dual link (1090ES + UAT) ground stations with capability to re-broadcast on the alternate link to provide dual link interoperability –TIS-B will be provided to support airborne applications (e.g., CDTI) prior to full equipage with ADS-B
