Health Innovation and Education Clusters Review purpose of HIECs Outline Cumbria and Lancs Outline Greater Manchester

Reminder of what HIECs are Partnerships between NHS organisations, the higher education sector, industry and other public and private sector organisations. Their purpose is to enable high quality patient care and services by quickly bringing the benefits of best practice, research and innovation directly to front line staff.

New agenda Meeting QIPP agenda – economic climate Joint working New Workforce and Education landscape Funding Benefits Realisation

HIECs in the North West 17 HIECs nationally 3 in North West. Greater Manchester HIEC – Manchester PCT (Rajan Madhok, Sue Powell) Lancashire & Cumbria – North Lancashire Teaching PCT (Jim Gardner, Rosalind Way) Cheshire & Merseyside HIEC – University of Liverpool (David Graham, Christine Campbell)

L&C HIEC OBJECTIVES The L&C HIEC’s objectives are to: Provide a key element of the educational arm of NHS pathways, delivering the QIPP agenda across the North West; To support the strategy of improving and delivering efficiency and quality standards across the health economy (the NW QIPP agenda) by ensuring measureable adherence to clinical pathways; To recognise where improvement can be made in existing services and engage users, carers and the public who can identify and influence the transformations that can benefit services; To tackle inequalities by striving to achieve excellence in both the planning and delivery of all services to all communities.

L&C HIEC AIMS The L&C HIEC’s aim is to: “Create a sustainable culture of the timely and effective dissemination and implementation of research and innovation into health education and practice within its key priority areas by 2012.”

L&C HIEC and QIPP Agenda The role of our HIEC is to encourage and support organisations in the QIPP endeavour making certain that it is visible to all with measurable outcomes. Bringing health and social partners together to consider the pressing financial issues of the time has proven an excellent focus to drive the agenda of quality, innovation, productivity and prevention (QIPP). Within this, minimising duplication of effort and combining complementary skills and capacity has been to the fore. We acknowledge that HIECs are less about producing new evidence and more about facilitating the adoption of existing effective interventions and practices. The UK is fortunate in having numerous research groups and organisations that have over many years shaped the evidence base in healthcare. The challenge of our HIEC is not to add to this evidence base but to facilitate its adoption in clinical practice.
