Background ATM a/g voice capacity is reaching saturation Most severe in Europe and parts of the United States 8.33 kHz channel spacing in Europe 25 kHz channel spacing in the US New ATM concepts are being introduced requiring enhanced data link performance (Cf CASCADE and Link2000+ Programs) Various proposals have been made and progressed independently None has achieved global endorsement ICAO ANConf/11 Recommendation 7/4 (2003) requested investigations for a new, global A/G Communications System FAA/EUROCONTROL/IATA agreed to collaborate to ensure that a new system was identified

AGCFG Objectives to provide a forum for discussions for all stakeholders of the future aeronautical communications including terrestrial and satellite components for air/ground and air/air communications. To identify commonalities in the stakeholders visions and objectives and eventually help to achieve convergence and build consensus in visions/strategies.

AGCFG/1 Organised in two parts Presentations to provide information and share views AP17, VHF band – current status Airbus, DSNA and LFV views AeroBGAN, Anastasia, BVHF Discussions on options vision(s) and strategy(-ies) Some emerging conclusions/consensus Starting point: to agree on key points and terminology/definitions

DRAFT AGCFG/1: Key Points (3/3) Future Aeronautical Communications should: support all phases of flight; employ technology transparently to the user; enable smooth transition and provide support for legacy systems (backward compatible); be implementable (time and space) in a phased manner and be globally (if required) applicable; include provision(s) for growth in capabilities; maximise synergies (telecomms, military) and maximise reuse of available technology; be spectrum and cost/benefit efficient and use efficiently existing and already planned infrastructure; if required, use different technologies for different phases of flight and/or applications; DRAFT

DRAFT AGCFG/1: Definitions Future Communication Infrastructure, (FCI): The totality of the communications equipment required to support the end to end communications requirements of ATM in the 2020+ timeframe. The FCI includes the avionics systems, a/g data and voice links and the essential elements of the ground infrastructure. Future: The term “future” in this context is used to denote the time period post 2020. FCS: The acronym FCS will be reserved to refer to the Future Communications Study within the framework of AP17 of the EUROCONTROL/FAA MoC. DRAFT

Future Communication Infrastructure FCI is an amalgam of several systems, including the legacy systems that will still be operational in the future and new components (terrestrial and likely satellite), operating in a transparent way to the user.
