European Broadband Portal Phase II Application of the Blueprint for “bottom-up” broadband initiatives

ICT Blueprints Purpose – the programme design and organising principle for knowledge that can accelerate or support the development of ICT capability or capacity in European Countries, Regions or Locales Variants – blueprints are under development for a range of sectors including health, education, government, industries (etc) Broadband Blueprint - This first blueprint is focused on broadband infrastructure development that can be applied in many contexts with “bottom-up” approaches being a primary example Alignment to Digital Agenda - The blueprints are all designed to bridge the gap from “policy to practice”, to bring solutions to life, to make a vision a reality, and to contribute directly to the Digital Agenda

Extending the EBP and the BB Blueprint by contributing experiential knowledge / new tools ideas for re-use by others Broadband Blueprint Engaging “creators, stabilisers, translators, navigators”. Effecting a balance between Ethical / Moral Capital, Relational Capital, Inspirational Capital, Institutional Capital 5. How do we capture lessons learned and make this improvement process sustainable? 1. Do we have the right people to support the innovative process? Questions Attention – open to sources of possibility Awareness – of the range of opportunities Intention – Being explicit about the goals and outcomes Structure CommercialServiceGovernanceResourcesMarketsOperations
