Military Information Context Command and Control requirements drive the information context in military organisations Military use specific data models and enablers but also data exchanged with civil context New ATM concepts and interoperability call for enhanced information exchange/sharing

One Example

Civil-Military Studies Study on SWIM Civil-Military Interoperability HELIOS, UvE, Object Security Information Exchange Requirements identified

Civil-Military Information Context Target

Regulations ERs Single European Sky Community Specifications Civil-Military Coordination is a SES Essential Requirement Community Specifications Implementing Rules ERs Common declaration on military issues related to the Single European Sky in EC 549/2004 Military-related provisions included in multiple IRs Aeronautical Data Quality I contains references to military (recital)

Commission Regulation (EU) 73/2010 (ADQ) “Recital approach” Reminder on Military regulatory coverage in ADQ: SES regulations do not cover military operations and training recognised that military organisations provide AI for use in GAT operations and are essential part of the aeronautical data process two recitals were defined in the IR no regulatory provisions (articles) directly allocated to military stakeholders member States will have to take appropriate action to ensure the quality of AI is sufficient to meet its intended use. Being aware that military have their own data policies !

ADQ 2 discussions triggered conclusions also valid in ADQ 1 Military play a key role as aeronautical data originators and data users ADQ may impact elements of the ‘downstream’ (‘and upstream’) aeronautical data chain serviced or exploited by military Military should need to meet similar ADQ requirements when military organisations supply and/or use aeronautical data for IFR/GAT Lack of a strict legal applicability of SES on military means that it is not clear to what extent ADQ objectives would be achieved by military stakeholders.

It seems obvious that ADQ will have to be considered ! Despite the lack of regulatory coverage, the military will be impacted by Aeronautical Data Quality Requirements ! The objectives of the HMAI Project are to extend the data harmonisation to military Aeronautical Information and to increase military awareness on the needs and benefits for complete and harmonised data sets. In addition the project will aim to identify exactly the military AIS situation in Europe as well as to support the Military Data Providers in their migration activities to the EAD. It seems obvious that ADQ will have to be considered !

MILITARY OPERATIONS INTEGRATED ON THE BASIS OF INTEROPERABILITY Despite the lack of regulatory coverage, the military will be impacted by Aeronautical Data Quality Requirements ! new concepts MILITARY OPERATIONS INTEGRATED ON THE BASIS OF INTEROPERABILITY
