EUROCONTROL assessment estimated that the CS could realize a total annual cost savings for the entire European network of EUR 150 to EUR 200 Million per year for 10 years a 1,5 Billion to 2,0 Billion cost reduction. Roland Berger conducted a study and confirmed our findings Results are clearly positive and within the range of EUR 126 to 266 Million/per year Benefits and synergies between the different CS are not yet taking into consideration Bo Redeborn - EUROCONTROL Centralised Services 6

Overall, the approach used by EUROCONTROL to develop the CBA was adequate, assessing the CS in comparison with the most likely evolution of business as usual. EUROCONTROL has been conservative. EUROCONTROL anticipates that the very positive numbers, being calculated in a conservative manner will actually improve over the next months showing even higher cost reductions, once the synergies between the different services have been calculated, which currently is not yet the case. The report has now been assessed by the Standing Committee of Finance (SCF) The SCF concluded end of September that the 9 CS show potential financial benefits for each of them and advises the PC for its December 2013 session accordingly Bo Redeborn - EUROCONTROL Centralised Services 7
