Presentation transcript:

BNSC 3 Programme Aviation use of Broadband Satcom Paul Ravenhill Helios Technology

The Study The proposition: A satellite communications system capable of supporting all aviation needs is practical from institutional, technical and commercial viewpoints. Why? Concern that safety only systems will not be economically attractive enough to generate the necessary funding for deployment. The Study Team: Helios Technology Astrium UK Thales Avionics UK

Study Elements Aeronautical communications Space Technology Review User Segment Emerging Aeronautical Satcom Systems System Requirements and Architecture Development Roadmap Institutional Issues Commercial Assessment Exploitation Plan

Services considered Surveillanc e Network Airport ATS Network AOC Network PSTN and PSDN Air Traffic Control Centre AirportIFE Service Provider Domestic Users APC/IFE AOC/AAC ATS Voice ATS Data ATS Surveillance Air-Air Surveillance

Proposed Architecture Hybrid satcom/terrestrial system. Variants of avionics for different aircraft (400kbps to 12 kbps) Geostationary Orbit Regenerative payload Either L-band or Ka-band

Commercial Assessment Service charges: Costs for APC are equivalent to hotel/exec lounge Considered charging ATC/AOC services at a premium Considered cash flows for: System operator/owner Airline Avionics Manufacturer All cash flows positive after 2 to 4 years Airlines cash flow does not include datalink benefits The APC revenues pays for the box.

Conclusions System viable if service uptake is as predicted Swift64 and Connexions generate the demand Key issues: Frequency Availability System Ownership Momentum for implementation Open Standards
