The States yet to implement the priority SLoAs of this objective have shown a sound commitment to do so. However, the likelihood of implementing all SLoAs still remains very low. The main reason for delaying the implementation is of a technical nature and lack of operational justification. Implementation is mostly linked to the deployment of new systems or to major upgrades of existing ones, therefore the stand alone implementation of the objective was not considered beneficial. Sometimes the objective is perceived as not being operationally justified at local level. However the implementation decisions shall also take into account the network benefits.
