ACG Workshop, 17 Feb 2004 – OATA project A primary task for EATM l a number of products & regular processes over the years l ECIP in revised EUROCONTROL Convention A principle: appropriate involvement of all stakeholders in full respect of l institutional arrangements l respective roles of the stakeholders Ultimately only one European ATM Master Plan l owned by, developed with, all stakeholders l Agency as managing agent l continuity in plans and actual work => build on current assets and develop to satisfy future requirements European ATM Planning

ACG Workshop, 17 Feb 2004 – OATA project Master Plan Origin PRR/5 Rec.8, followed by PC/14 decision: l PC … agreed in principle that ANSPs and aircraft operators should be bound to meet European minimum functional requirements and interoperability standards by specified dates, according to a Master Plan to be developed and agreed under the leadership of the Director General and taking account of the existing European Convergence and Implementation Plan (ECIP) and the associated national Local Implementation Plans (LCIPs) Strategic Aerospace Review for the 21st Century (STAR 21): l Air Traffic Management: A master plan for a Single European Sky initiative should be developed within the framework currently discussed in the European Parliament and the Council. AECMA-EUROCONTROL Bilateral Steering Group: l initiative to initiate development of a Master Plan Industry proposals for a SES Programme
