Accession to International Conventions: Islamic Republic of Iran has acceded to the following international road and customs conventions: TIR Convention in 1984 (Customs Convention on the International Transportation of goods ) CMR Convention in 1998 (Accession to E-CMR is being done) Green Card Convention in 1977 (Convention of International system of Third party liability Insurance ) Convention on Road signs and Signals in 1975 Convention on Road Traffic in 1975 International Convention on coordinate for goods Border Control Convention on Temporary Entry of Private Vehicle (ATA) Carnet De Passages Also Iran has being acceded to ADR.

Islamic Republic of Iran has acceded to the following rail conventions: Agreement on International carriage of Goods ( SMGS) Rules of Use of Wagons in International Traffic (PPW) Regulations concerning the International Carriage of Dangerous goods by rail (RID) Trans- Asian Railway (TAR) Regulations concerning the International carriage by cargo wagons (RIV) Regulations concerning the International carriage by coaches (RIC)

Bilateral & Multilateral Agreements I.R.Iran has concluded inter road transport agreement with over 50 states which including West, East, European, Central Asian and Cacasus.

Islamic Republic of Iran has taken many measures to handle fast and economic transit of cargo and passenger in road transport sector including: Acceleration in accession to international organizations and conventions Expansion of bilateral and multilateral agreements (such as ADR, …) Information and experience exchanges and adoption of modern technology Reduce time and costs of cargo transit by adopting effective measures Simplification and harmonization of laws and provisions and standardization of procedures Simplification, smoothness and increasing border crossing facilities and reducing formalities and inspection operations on entrance and exit basis of the countries Providing visa facilities for international professional drivers and international companies Increasing transit fleet of the country that most of them are equipped with GPS. Fundamental measures to remove transit barriers

1. Codification of rules and regulation on transit of goods through territory of I.R.Iran, also codification of new laws of customs affairs. 2. Membership to TIR, CMR, Carnet de Passage, Green Card Convention 3. Equipment of custom to ASYCUDA system 4. Equipment of custom to Single Window system 5. Simplification and unification of documents 6. Rendering border facilitation 7. Increasing of working time of border customs offices 8. Implementation of International Standards frames 9. Elimination of border obstacles and barriers I.R.Iran Custom Measures

Status of Visa issuance, transportation permit and regulations in the Islamic Republic of Iran In line of facilitation of road transportation, Islamic Republic of Iran has made very effective co-operations especially with its neighboring countries as follows:  According bilateral agreement the Free-Permit-Regime is included with some countries (Afghanistan, Turkey,…)  Multiple visa nearly for all drivers of fleet of these countries applies cancellation of visa with some of them.  Many countries don't need transportation permit for entering Islamic Republic of Iran.  Islamic Republic of Iran has expressed its readiness for mutual cancellation of transportation permit quotas with all countries.

New Technology Using modern control methods such as :  Methods of electronic exchange of manifest information,  Possibility of pre- declaration and e- payment of funds,  Observing some articles of KYOTO convention on simplification and harmonization of customs procedures,  Using methods like risk management, regular or random inspections,  Using modern control equipment and methods,  Audit-based methods in goods control,  Possibility of audit after clearance and implementation of single border management by customs have been emphasized.

Challenges Time and Cost of transit is still high in region The International border barriers is still exist Multimodal transport still is not very used Visa issue and cost for Drivers are lengthy & high Paper works & formality are still more No return cargo for container More of borders don’t have Truck X-Ray & Drugs Traffic X-Ray Deficiency of Human-Animal-Plant Quarantine The problem of security in some of borders and roads of Region.

To develop transit collaborations in the region, the following proposals are provided: Reduce time and costs of cargo transit by adopting effective measures Simplification and harmonization of laws and provisions and standardization of procedures Simplification, smoothness and increasing border crossing facilities and reducing formalities and Inspection operations on entrance and exit basis of the countries Providing visa facilities for international professional drivers and international companies Equipment of custom to Single Window system
