Business Challenges  Contractors digging and hitting underground utilities  Difficulty locating assets in the field that are damaged or buried/covered  Difficulty locating spare parts in storage  Lack of single authoritative source of utilities as-built location information  Inability to organize into one place related facility content: CADD, structured maintenance, free text and rich information (images, pdf's, documents)  Errors introduced through manual transcription processes  Inability to access or update utility asset and maintenance record information while in the field  Inconsistent color marking utilities in the field  Difficulty accessing source information (engineering drawings, permits, manufacturer specifications)

Geodatabase Structure

Geodatabase Maintenance  Phase transition from Atlas to GIS  Convert the gas and leachate utility point and line features in the pilot project area to ArcGIS  Add topology to the geometry and populate attributes  GIS becomes authority source  Record changes in both the GIS and Atlas  Transform additional Atlas drawing layers into GIS features for reference purposes  Atlas continues to be the authority source for these features  Transition all geographic features from the Atlas to the GIS database over longer term

Recommendations 1. Build comprehensive GIS utility database for NCRRF, filling in content missing from Atlas system 2. Stand up and link to GIS a wiki system or similar to manage free text utility information 3. Build or purchase applications that enable access to utility maps using mobile devices 4. Build or purchase applications that enable text, GPS coordinates, digital image, and utility records input using mobile devices 5. Link to GIS permits, utility maintenance records, equipment specs and operation manual content

Recommendations (continued) 6. Extend SWA utility information access to engineering, construction and maintenance contractors 7. Define common vocabulary and information for utility assets that spans GIS, wiki and other SWA systems 8. Modify business processes and construction contract language to use new GIS resources before digging 9. Develop plan to transform all features from Atlas system to GIS 10. Document data dictionary for GIS & CADD in a wiki system or similar
