INTRODUCTION Roads play an important role as far as the economic development of the country is concerned. Road construction projects, like other projects have faced delays in their completion leading to immeasurable cost to society and to the contracting parties. This paper tries to bring out those factors responsible for the delays.

OBJECTIVES OF THE STUDY The study was guided by four main objectives: To establish the influence of project resource mobilization on implementation of major road infrastructure projects in Kenya. To determine the influence of management on implementation of major road infrastructure projects in Kenya.

OBJECTIVES OF THE STUDY.. To assess the influence of monitoring and evaluation on implementation of major road infrastructure projects in Kenya. To establish the influence of regulatory environment on implementation of major road infrastructure projects in Kenya.

DEPENDENT VARIABLE Implementation of projects: It is the process which involves the activities carried out from the initial stage of project conception up to the completion stage. Implementation of projects is normally done as per the agreed standards e.g. activities done on time, as per the budget and to the satisfaction of the stakeholders.

INDEPENDENT VARIABLES Projects Resource Mobilization: It is the process of locating a source of external funds and using them to implement the project. It also means developing relations with the resource providers, and the skills, knowledge and capacity for proper use of resources.

INDEPENDENT VARIABLES.. Management: This refers to the organization and coordination of activities of a project in order to achieve defined objectives. Monitoring and Evaluation: Monitoring refers to collection of specific data on certain indicators to provide feedback to management and stakeholders with the progress of on-going project.

INDEPENDENT VARIABLES.. Evaluation refers systematic and objective assessment of on-going projects in respect of their implementation and results. Regulatory Environment: This refers to legal and administrative requirements associated with project implementation. E.g Licenses and permits

METHODOLOGY USED A descriptive survey research design was used. Target population was 125 informants comprising of managers of the construction companies and the consultants. Stratified proportionate random sampling technique was used to select the sample.

METHODOLOGY USED.. The sample size of the study was 94 Data was collected using semi structured questionnaires. Secondary data was also collected through contract documents and progress reports for the project.

METHODOLOGY USED.. The instruments used were questionnaires, interview schedules and document analysis. Quantitative data was analyzed using descriptive statistics. Factor analysis was used to select the most important factors. Pearson’s correlation analysis was used to measure the relationship between variables.

RECOMMENDATIONS Government to allocates adequate resources to the infrastructure projects it plans to implement. Timely disbursement of cash so that the projects can start and end as planned. Full proof contracts to be established before the implementation of projects.

RECOMMENDATIONS.. Management of projects be done by qualified personnel capable of handling all aspects related to projects. Government to look at policies and regulatory requirements in the sector with a view of harmonizing and making them friendly to the implementers.
