PRESENTATION TO THE PORTFOLIO COMMITTEE ON WOMEN, YOUTH AND CHILDREN AND PEOPLE WITH DISABILITIES Wednesday 1 August 2012

PURPOSE OF PRESENTATION 2 To report and share information with the Portfolio Committee on: 1. Conference of State Parties: September 2012, New York 2. Progress on finalisation of the Country Report on the CRPD

4  September 2014, United Nations, New York  Theme: “Making the CRPD count for women and children”;  Programme The election of nine members of the Committee on the Rights of Persons with Disabilities, Roundtables on Technology and Accessibility (Article 9) Roundtable on Children with Disabilities (Article 7) – Deputy Minister Bogopane-Zulu has been confirmed as a panel participant; One informal session on Women with Disabilities (Article 6); and An interactive dialogue on the implementation of the Convention by the United Nations System; Report from the Special Rapporteur on the Standard Rules

CANDIDATE FOR COMMITTEE ON RIGHTS OF PERSONS WITH DISABILITIES 5  Nomination of Sebenzile Matsebula has been accepted by the UNOHRC;  AU has endorsed her nomination (SA and Algeria only endorsed candidates);  DIRCO coordinating lobbying process;  Disability sector has internationally been mobilised through DPI and disability-specific organisations to lobby their governments;  DWCPD assisting with campaign materials development;

5 th CONFERENCE OF STATE PARTIES 6 Logistics:  Deputy Ministers and corresponding Portfolio and Select Committee chairpersons for the following portfolios (relevant to programme focus) have been invited to join the official delegation: Public Works; Science and Technology; Communications; Basic Education; Social Development; Arts and Culture; Health; Economic Development; International Relations and Cooperation, as well as the chairpersons of the Portfolio and Select Committees for Women, Children and People with Disabilities  All Premiers and Metro/District Mayors, as well as Commission on Gender Equality; SA Human Rights Commission and Pan South African Language Board (PANSALB) have also been invited  Civil society participation:  Candidate  Disabled woman  Disabled youth

UN CONVENTION ON THE RIGHTS OF PERSONS WITH DISABILITIES (CRPD) AND ITS PROTOCOL 9 Submissions to date received Attachments: List of submissions received; qualitative analysis (sample) 17 national department/entities submissions signed off by Ministers 4 national department/entities submissions signed off by DGs/CEOs 5 national department submissions unsigned 18 national departmental/entities’ submissions outstanding 3 signed off provincial submissions (Gauteng, Eastern Cape, Western Cape) 1 provincial submission signed off by DG (KZN) 5 outstanding provinces No reports received from District Councils Weekly follow up, phone calls from Deputy Minister to Ministries with outstanding reports as well as letters from Ministry DPME to same Ministries yielded 2 additional reports since end of June 2012.

UN CONVENTION ON THE RIGHTS OF PERSONS WITH DISABILITIES (CRPD) AND ITS PROTOCOL 16 DEPOSITING OF THE FIRST COUNTRY REPORT  For introduction into cluster system by before end August 2012  The Cabinet-approved draft should reach Parliament for consideration towards the end of September 2012  The recommendations and observations of Parliament will be incorporated into the final draft  Final draft be submitted to Cabinet by end of October 2012  Depositing at the United Nations before 3 December 2012
