Background  Safety of child day care facility is related to: – Speed of the road – Setback distance of structure or outdoor play area  Buildings or outdoor play areas within a safety impact zone would require crash barriers

Background  Implementation – New child day cares at permitting – Existing day cares would have 2 years to comply  Grant program – Business Assistance for Neighborhood Corridors (BANC) – Managed by Neighborhoods division – General fund grant, $200,000 per year – Countywide eligibility

Barrier Location Standards  Ordinance language to set specific standards regarding design criteria – Bollard type (ASTM WK 13074) – Location (between road and building, outdoor play area, sidewalks, parking areas) – Spacing (every 4-5 feet, allow for ADA)  Reviewed a number of existing commercial and residential day care facilities

Background  Severity of crash is a factor of vehicle speed and building setback distance – Kinetic Energy is energy which an object possesses due to its motion – Average Vehicle Weight 3500 – 4000 Lbs. – Vehicle Force > 330,000 50mph

Background  Orange County Child Day Cares – 706 child day cares in Orange County – 116 child day cares in unincorporated Orange County are at-risk Roadway Posted Speed Limit ≥ 35 Average Daily Traffic Count > 15,000 Building setback from road ≤ 150 feet

Proposed Ordinance  Technical requirements – ASTM WK standard Stop a 5,000lb 30mph – Appearance and maintenance Reinforced walls, planters, street furniture, etc. Exclusions – plain concrete, jersey barriers
