History of Monitoring & Evaluation in Poverty Reduction Phase One (1979 ~ 1985):To establish sample survey of rural households and calculate the income of farmers at both national and provincial levels Phase Two (1985 ~ 1992):To improve the sample survey system, to define the income poverty line and to figure out the poor population Phase Three (1992 ~ 1997):To supervise the implementation of the anti-poverty programs, to revise the income poverty line Phase Four (1997 ~ 2002):To monitor the poverty incidence in poverty-stricken counties

Summary: Advantage of the Current System The poverty monitoring by sample survey of rural households was effective and perfect. The monitoring to the anti-poverty measures has been started Participatory poverty alleviation plan constructed a very firm foundation for the establishment of the internal monitoring and controlling system of poverty alleviation program and set a good technical model

General framework of PM&E in China

The objectives of PADI in China Improve capacity of reflecting multidimensional poverty through monitoring and evaluation system, especially in power, opportunity and vulnerability. Strengthen capacity of public expenditure and service delivery and M&E for poverty reduction. Improve integrated capacity for data and information in poverty reduction. Improve capacity of timely forecasting and collection of poverty information. Strengthen capacity of poverty analysis to work out a uniform poverty line for urban and rural areas, monitoring of the population migration from rural to urban.

The Gaps of PADI in China Lack monitoring/evaluation/analysis capacity of actions and their impact on poverty reduction, especially in participation, education, public health, public expenditure and service delivery for poverty reduction. Lack integrated capacity of poverty M&E: The difference of living conditions between rural and urban causes difficulties in measuring and calculating by a poverty line to compare between rural and urban. China lacks the capacity. Lack coordination of M&E between different government agencies Lack data sharing between different government and NGO agencies.

The Gaps of PADI in China(2) Lack monitoring/evaluation/analysis capacity for more than 100 million rural migrants to urban. Lack monitoring/evaluation/analysis capacity of targeting, since the poor population downs sharply, dispersed to larger areas. Lack training capacity for poverty M&E/Analysis, because of limited number of staff.

The Activities of PADI in China(1) Generally, capacity building for PADI in China should focus on: By means of international and in-country training, joint research project, strengthen capacity building of designing for monitoring and its impact on poverty reduction. By means of pilots, making the methods to be practical. Strengthen integrated capacity of poverty M&E and analysis.

The Activities of PADI in China(2) 1.Take part in regional seminars, to learn from international agencies and other countries, 3 times per year. One of the seminars is training on information collection and its impact on poverty reduction timely, specially in participation, population flowing, public expenditure, job training, public infectious diseases etc. One of the seminars is training on information analysis and policy making. One of the seminars is training on how to manage and disseminate information.

The Activities of PADI in China(3) 2. Have 3 times per year of seminars to learn from each other in country for One of the seminars is training on information collection and its impact on poverty reduction timely, specially in participation, population flowing, public expenditure, job training, public infectious diseases etc. One of the seminars is training on information analysis and policy making. One of the seminars is training on how to manage and disseminate information.

The Activities of PADI in China(4) 3. Establishing network for integrating. Network for capacity building of practitioners. Network for capacity building of data and information analyzers. Network for consulting consist of experts and policy-makers. 4. Have joint research projects, designing methods for monitoring and its impact on poverty reduction.

The Activities of PADI in China(5) 5. Take the website available for information sharing. Make information calendar for analysis and policy-maker. Develop the data bank for information sharing. Develop the network of data processing and analysis system. Establish E-forums to discuss various issues between different area, at different time. 6. Establish the distance-training system.

PADI Activities in China Training delivered: one basic course on poverty assessment Technically prepared for website: started to design database for website. It is a tech foundation for building a mechanism of information sharing and mutual learning.

Challenges A regular funding mechanism is yet to be installed, so it’s hard to support PADI activities. Coordination with government agencies and other relevant organizations is yet to be build and the operation of coordination network is yet to be on track.
