Faculty Senate Orientation October 14, 2013 Faculty Senate

Purpose of the Senate Excerpt from UTMB Senate By-laws According to the Board of Regents Rules, the Faculty shall have the authority to make recommendations concerning matters of general interest and concern to UTMB and its four Faculty bodies (Part 1, Chapter 3, Sections 9.2 and 10.1). Section 8.3 (Part 1, Chapter 3) states "administration officers are expected to listen with an open and appreciative mind to criticism and suggestions coming to them from members of their staffs". In that respect, the Senate shall be available for consultation by the Administration during the planning of proposals which affect the overall policies, long-term objectives or use of major resources of UTMB. The Senate shall consider any matters referred to it by the Administration of UTMB or the Board of Regents. On its own initiative, the Senate shall submit questions or recommendations on any matter affecting the interest of UTMB to any major Administrators or Academic Leaders of UTMB. Faculty Senate

Membership Senate Bylaws Article 2 of the Senate Bylaws It shall be the purpose of the Senate to serve as the representative voice of the Faculty of UTMB to the Administration of UTMB and to receive and communicate ideas, reviews and recommendations of policies affecting UTMB as it relates to the welfare, academic opportunities and responsibilities of the Faculty. Section 1: Responsibilities of Membership The prime responsibility of the Senate shall be to represent the entire Faculty of UTMB concerning issues that pertain to the entire institution. In that respect, the Senate shall be comprised of Faculty who shall endeavor to advance the welfare of the entire institution. The Senators shall also be charged with bringing issues from the schools from which they are elected to the Senate and informing their schools about issues being considered by the Senate.

Duties of the Senators Members of the Faculty Senate shall be elected from all Faculty members ranging from Instructor to Professor as defined by the Regents’ Rules. If other academic ranks are utilized by individual Schools, they may be eligible for Senate membership. All Senators will be expected to: 1. Act collectively as the representative voice of the UTMB Faculty on matters of general Faculty concern. 2. Strive to adopt a broad perspective that transcends the interests of an individual School. 3. Engage in open communication with the UTMB administration and Faculty on policy and/or procedural matters affecting the Faculty. 4. Be responsible for obtaining opinions on issues and transmitting the concerns of their individual School Faculty constituencies to the Senate. 5. Be knowledgeable about communications from the UTMB administration via participation in University-wide meetings and information communicated via and hard copy. 6. Engage in public University discussions that model proactive at and responsible behaviors.

Faculty Quality Committee Makes recommendations on issues related to the recruitment, retention, and support of the faculty, including: 1.Faculty responsibilities and workload 2. Faculty compensation, including equity among U.T. System component institutions and with their academic peer universities, and the basis for merit salary increases 3. Faculty benefits and other quality of life issues, including insurance, retirement programs, educational benefits, sufficient support personnel, and family related issues 4. A supported professional development leave program Faculty Senate

Governance Committee Makes recommendations related to the role, status, and well-being of the faculty, including: 1.Faculty participation in academic decision-making, institutional budgets and planning, and management and administration at the departmental, college, component, and System levels 2.Faculty governance processes 3. Hiring, evaluation, continuation, tenure, promotion, and termination of faculty 4. Selection, evaluation, continuation, and termination of administrators Faculty Senate

IHOP Committee Provide oversight of all new and proposed changes to the UTMB IHOP made by the institutional IHOP committee that directly impacts the faculty. Propose changes to the IHOP on matters relating to the faculty. Provide input to the institutional IHOP committee through the Chair of the Faculty Senate (the Chair-elect of the Faculty Senate represents the Senate on the UTMB IHOP Committee) UTMB Policies and Procedures web site

Additional Senate By-laws Rules All ranks of faculty are represented from instructor to professor Maximum of two 2-year terms Three absences in a row or four total months will mean forfeiture of faculty seat. Faculty Advisory Council The University of Texas System Rules and Regulations of the Board of Regents Rule A Faculty Advisory Council representing institutions in the U. T. System may be formed to facilitate the flow of ideas and information between and among the Board of Regents, the System Administration, and the institutions of the System. The Executive Vice Chancellor for Academic Affairs or his or her designee will serve as System liaison to the Council. Representatives of the Faculty Advisory Council may from time to time address the Board of Regents at meetings of the Board and may recommend action to the Board through the Chancellor. Greenberg, M.D., Ph.D. Joined the University of Texas System as Executive Vice Chancellor for Health Affairs on September 9, He is responsible for the six UT System health institutions and their aggregate operating budget of about $8.4 billion.
