3 What is DoD WebSDR? SDR Transformation Initiative – Transitions current mixed-environment to interoperable DoD Standard – Developed as a DLMS-compliant process, set in motion under OSD Business Initiatives Council in 2004 WebSDR architecture is based upon a DAAS hub for communication and centralized data management – Eliminates the need for numerous point-to-point communications links – Transaction driven process eliminates the need to re-key SDRs within separate Component systems – Automatic reply to customer triggered by reply transaction eliminates action activity manual steps to print/mail/fax

4 WebSDR Concept Phased development – Continuous process improvement beginning at initial operating capability (Feb 2005) – Working toward full DLMS compliant information exchange Benefits include: – Near real time SDR reporting for immediate identification and more speedy resolution of reported discrepancies – Facilitates interoperability internal and external to DoD – Supports unique item identification and other DoD initiatives – Maximizes the economy, efficiency, effectiveness – Future capture of perfect order fulfillment computations

8 On-going Challenges Not all Component interfaces have been implemented and WebSDR is experiencing many changes that must be worked with limited programming resources. – New requirements layered on top of incomplete baseline. – Competing priorities among Components. Resource Constraints – DAASC WebSDR is currently funded out of the DAASC budget Limited DAASC resources – available programmer/analyst support insufficient for volume of work New requirements added on an on-going basis BTA partially funded development of reports and query functionality – Similar resource constraints within Services and Agencies

17 Approved DLMS Change ADC 245A, Notification for DD PQDR Exhibit Receipt – Implements SDR receipt alert process for USAF material Applies ADC 188: Establishes new quality related discrepancy codes for DD to notify ICP regarding specific quality related issues (receipt & storage) Q11 = Returned or stock screen item, PQDR exhibit deficiency – New routing rule at DAAS – Two new data elements are added to the SDR format at later date AF PQDR Accession Number (1 st line of remarks for interim) PQDR Record Control Number – Implementation scheduled for mid-April

18 Approved DLMS Change ADC 256, WebSDR/SDR Transaction Edits: Forwarding and Follow-up Timeframes – Three new edits to improve data quality and enforce existing business rules Follow-up transactions will be edited to ensure that an appropriate time has elapsed before follow-ups may be submitted SDRs replies forwarding the original report to a new action activity (reply code 504) may not be used to forward the Distribution Depot Receipt SDRs from Material Owner to the Source of Supply. SDR replies requesting forwarding of the SDR to a new action activity (reply code 504) may not be used to forward historical or other record types which lack full data content necessary to establish a basic SDR report transaction.

19 Approved DLMS Change ADC 268, Inclusion of Product Quality Deficiency Report (PQDR) Report Control Number (RCN) on Security Assistance (SA) SDR Quality-Related Reply – PQDR resolution when provided via SDR reply to the submitting ILCO, must identify the associated PQDR RCN as a cross-reference to the PQDR identification used by the ICP/IMM – This ADC adds the PQDR RCN to the SDR reply transaction format (previously added to the SDR report format under ADC 245)

20 PDC In Coordination PDC 295, Consolidation and Containerization Points (CCP)-Originated Supply Discrepancy Reports (SDRs) including Noncompliant Wood Packaging Material (WPM) Procedures and Shipment Hold Code Primary goal is new capability supporting electronic exchange of SDRs prepared by the Distribution Depot’s CCP operations to notify owner/managers that their OCONUS shipment is not in compliance with ISPM requirements for WPM – Implements new procedures associated with ADC 206, Establish New Discrepancy Code for Discrepant WPM – Requires new type code with variation of content TCN level Pallet may carry multiple NSNs and multiple document numbers – Operational issue – potential delay in forward movement New Shipment Hold Code

24 Business Object: DLMS 842A DLMS Supplement to Fed IC DoD M Primary business object documentation is the DLMS Supplement (DS): – The DS establishes the DoD standard format for an electronic equivalent of the SF 364/SDR. – The DS provides specific business rules, conditions, and authorized codes necessary for appropriate use of this IC within the DLMS. – Used to replace Component unique formats and paper form.

29 Approved DLMS Change ADC 206: Establishes new discrepancy code for discrepant wood packaging material (WPM) – New Discrepancy Code: P215, Non-conformance to specified requirements for WPM Available for use September 1, 2006 WPM not consistent with the international standards for transiting international boarders and Dept. of Agriculture regulations governing importation – Corrective action based upon the circumstances of the quarantined/ frustrated shipment, value and priority of the shipment, access to the shipment by DOD personnel, and location of the consignee. Alternatives include replacement of the WPM, consignee pick-up of the material only, return to origin or designated location. – Costs for repacking and appropriate disposal of the WPM will be the responsibility of the source of supply Refer to PDC for CCP WPM SDRs – under development

30 Approved DLMS Change ADC 210: Enhances web-entry for specific user groups: – Defense Reutilization and Marketing Service (DRMS): Gives DRMS capability to distinguish different types of SDRs, e.g., sales, donations, demil – National Inventory Management Strategy (NIMS): Allows NIMS sites to properly identify their submissions for DD/ICP processing – Non-DSS DD: Allows storage sites to submit type 8, 9, R (depot receipt type) SDRs directly into WebSDR to be routed electronically to the owner/manger/shipper as applicable – Adds SoS as web screen input – Scheduled for August-September 2007 implementation

37 PDC Under Development PDC for new USAF information copy requirement – Creation of a drop down menu which would trigger info copy of SDRs to the appropriate Logistics Support Centers (LSC) – Several USAF bases and Forward Supply Locations have cited examples of receiving duplicate shipments or receipts not due-in as a result of shipments directed by one of the RSSs or LSCs. Generally these shipments are connected to MICAPs, and when one does get messed up, the receiving activity submits an SDR via WebSDR to the shipping activity. Generally the shipping activity is another Air Force Base or a depot, and that activity really didn't do anything wrong…it's usually a simple case of the RSS or LSC not running the SPR for the receiving base.
