Children will be safer in child care All certified providers, including –family child care homes; and –friend/neighbor caregivers receiving subsidy will receive annual inspections Child care staff will receive training on 10 health & safety topics like SIDS, pediatric first aid. Right now: 25% of family child care homes are inspected annually 13,600 children receiving subsidy in unregulated child care (June 2015) 5

Families will have more flexibility so children can stay in consistent child care settings 12-month eligibility period for families 90-day window for families to look for another job after a job loss Right now: Families re-determined every 6 months 60-day window for families to look for another job after a job loss Children experience turnover in caregivers 6

More quality child care/ early learning will be available Increased quality set aside from 4%-9%, at least 3% for infants and toddlers. Tom Wolf, Governor Pedro Rivera, Acting Secretary of Education | Ted Dallas, Acting Secretary of Human Services Timeline – “By November 2016” CCDBG: November 2016: Inspections for family child care and friend/neighbor unregulated care Pennsylvania regulations are updated to reflect CCDBG changes. Message to Providers: CCDBG will require 1) family child care homes; and 2) unregulated child care through friends and neighbors who receive child care subsidy; to become certified by November Providers will receive advance notice if Pennsylvania regulations are updated to meet the federal requirements before November 2016.

Relative caregivers –Definition: Grandmother, grandfather, great grandmother, great grandfather, aunt, uncle or sibling who is over the age of 18 and does not live in the home. –Verify by: Both the parent and provider will sign an attestation confirming the relationship to the child. In-home care (related caregivers serving children in the child’s home) receiving subsidy Unregulated providers not receiving subsidy are exempt. 24

Educate providers about the changes through: Face-to-face meetings and orientations Regular communications with providers ( , direct mail) Community partner communications (AEYC, CACFP, libraries) Give providers resources to prepare to: Earn their high school equivalency Obtain a certificate of occupancy Get comfortable with and ready for inspections 27

Child and Adult Care Food Program – share information with providers and caregivers as part of their regular visits 28

Refer friend/neighbor caregivers to the Certification Office to begin the registration or certification process Support families if they need to switch child care 32

Coordinate professional development needed to meet new requirements. Provide start-up TA to providers interested in being certified and joining Keystone STARS. 33
