What should be the purposes of public education?

Purpose: The public schools should prepare students for citizenship. Measure: Percentage of high school students who practice good citizenship.

Purpose: The public schools should improve the college-going rate. Measure: Percentage of high school graduates who go on to attend colleges and universities.

How can we know if these purposes are being achieved?

Keep and strengthen something Example: Increase parental reinforcement of classroom lessons. Get rid of something Example: Eliminate driver education in this community. Add something Example: Establish a co-op program.
