Advocating for the Health of the Public in Indiana National Voluntary Accreditation for Local Health Departments Created by Indiana Public Health Association and Marion County Health Department

Advocating for the Health of the Public in Indiana What is accreditation for local health departments? The goal of the voluntary national accreditation program is to improve and protect the health of the public by advancing the quality and performance of state and local public health departments.

Advocating for the Health of the Public in Indiana This health department will be evaluated by the National Public Health Accreditation Board (PHAB) standards for local health departments. There is a separate set of standards for state health departments.

Advocating for the Health of the Public in Indiana PHAB Timeline Internal Operations Standards and Measures Assessment Process 18 Month Beta Test Applications

Advocating for the Health of the Public in Indiana THE NATIONAL STANDARDS ARE BASED ON THE TEN ESSENTIAL SERVICES OF PUBLIC HEALTH

Advocating for the Health of the Public in Indiana The 10 Essential Public Health Services

Advocating for the Health of the Public in Indiana Operational Definition of a Functional Local Health Department Defines what responsibilities every person, regardless of where they live, should reasonably expect from their local health department. The ten essential services translated into day-to-day functions. (MARY MCKEE,, EXT 2080, HAS COPIES)

Advocating for the Health of the Public in Indiana THE ELEVEN DOMAIN OF THE PUBLIC HEALTH ACCREDITATION BOARD (PHAB) STANDARDS

Advocating for the Health of the Public in Indiana Eleven PHAB Domains (Continued) 5.Develop public health policies and plans 6.Enforce public health laws and regulations 7.Promote strategies to improve access to healthcare services 8.Maintain a competent public health workforce 9.Evaluate and continuously improve processes, programs and interventions 10.Contribute to and apply the evidence base of public health

Advocating for the Health of the Public in Indiana Why do we need accreditation? Health departments can no longer afford to not be recognized by the public – Only if our activities are better understood by the public will our functions be appreciated and valued Public health MUST begin to cohesively work together as a system rather than separate counties – The abilities of a health department grow the more contacts can be made with system partners High performance and continuous quality improvement – In these economic times, it is becoming increasingly vital to show more bang for the buck and continuously improve health department functions

Advocating for the Health of the Public in Indiana Benefits of Accreditation 12 Accountability & credibility Greater collaboration Recognition & validation Better understanding of public health Access to Resources Achievement of higher standards Accreditation Tools for Quality Improvement

Advocating for the Health of the Public in Indiana What We have Accomplished Senior Staff completed the Local Health Department Self-Assessment Tool by NACCHO – Familiarize themselves with the standards and measures in 2007 – 2008 BEH Administrators completed the National Environmental Health Performance Standards self-assessment tool – Analyzed with favorable ratings by NEHA in June 2008

Advocating for the Health of the Public in Indiana What We have Accomplished From 2007 to Present, MCHD staff heave been trained in the principles of Lean Six Sigma – Creates improvement in performance and leads to increase customer satisfaction In 2009, a small group from MCHD underwent trainings by Public Health Foundation staff on quality improvement methodologies that will be utilized by MCHD during accreditation preparation

Advocating for the Health of the Public in Indiana MCHD Accreditation Preparation Director of Public Health Practice visited 13 MCHD staff meetings (2008 – 2009) to answer these four questions: 1.Do staff need a refreshers on the 10 Essential Services of Public Health? (Most individuals do need a review) 2.How would staff prefer to learn about the accreditation process? (The majority prefer online with the option of face-to-face-training) 3.What certifications, licensure, accreditation, etc. does the program currently possess? (Documentation is being gathered for future accreditation needs) 4.Are staff familiar with the core competencies of public health? (Most programs need a review)

Advocating for the Health of the Public in Indiana What happens next? The Public Health Accreditation Board standards went though the vetting process in the Spring. Stay tuned to the Nexus for updates MCHD will soon begin to increase its work towards accreditation – Intending to apply in 2011 when applications will be accepted
