Division I – Bylaw 13 Recruiting

What is a contact?  Any face-to-face encounter b/w a PSA or the PSA’s parents or relatives and an SIUE staff member or athletics representative during which dialogue occurs in excess of an exchange of a greeting  Pre-arranged encounters or encounters that take place at the PSA’s institution or at a competition are considered contacts

– Recruiting Periods Contact Period -In-person, off-campus recruiting contacts and evaluations are permissible Evaluation Period -Staff can be involved in off-campus activities designed to assess academic qualifications and playing ability -No in-person, off campus recruiting contacts can occur Quiet Period -In-person recruiting contacts only on SIUE campus -No in-person, off-campus recruiting contacts or evaluations can occur

Recruiting Periods Continued Dead Period- -No in-person recruiting contacts or evaluations on or off SIUE campus -No official or unofficial visits to the institution’s campus. -No official or unofficial visits to the institution’s campus. -May not serve as a speaker or attend a banquet where PSAs are in attendance -Can write and phone PSAs

Currently Enrolled Student Athletes  Contacts between enrolled SAs and PSA are only permissible when they are unavoidable and not directed by a coaching staff member  A PSA may call an enrolled SA after July 1 st before the start of the PSA’s senior year  A PSA and enrolled SAs may exchange written correspondence as long as it is not by direction of the coach or expense of SIUE  An enrolled SA may host a PSA’s official visit if the enrolled SA does not receive more than $30/day for entertainment, a complimentary meal, and a complimentary admission to a campus athletics event

Evaluation  Any off-campus activity designed to assess academic qualifications or athletic ability of a PSA (example: visit to PSA’s hs practice or game)  Recruiting-Person Days (Men’s Basketball) – will keep track of on form - Defined as one coach engaged in an off-campus recruiting activity of any PSA, including a PSA who has signed an NLI on one day (12:01am to midnight) - If two coaches are involved, it counts as two days -Cannot exceed 130 total days -Each day of a tournament in which a coach engages in off- campus evaluation activity counts as a separate recruiting day  Recruiting-Person Days (Women’s Basketball) - Cannot exceed 100 total days - Cannot exceed 100 total days - Other rules same as MBB - Other rules same as MBB

What is a PSA?  Has started classes for 9 th grade  Has not started classes for 9 th grade, BUT has received financial assistance from the institution that the institution does not normally provide  Remains a PSA until - Registers and enrolls in a minimum full-time program - Attends classes during a regular term at any 4-year institution - Participates in practice or competition before academic term starts - Registers and enrolls for summer classes and receives athletic aid

What is Recruiting?  Any solicitation of a PSA or PSA’s relatives by a staff member or representative of athletic interest for the purpose of securing PSA’s enrollment and ultimate participation in institution’s athletic program  When does a PSA become a recruited PSA? –When you………….. - Provide PSA with official visit - Have an arranged, in-person, off-campus encounter with PSA, or PSA’s parents, relatives, or legal guardian - Initiate or arrange a telephone contact on more than one occasion - Issue an NLI or a written offer of athletically related financial aid

– Representative of Athletic Interest  Individual, independent agency, corporate entity, or other organization who is known by a member of the institution’s executive or athletics administration to –Have participated in or to be a member of an organization promoting institution’s intercollegiate athletics program –Have made financial contributions to an institution’s booster organization –Be assisting in the recruitment of PSAs –Be assisting or to have assisted in providing benefits to enrolled SAs or their families –Have otherwise been involved in promoting institutions athletics program –Once identified as a representative, that person holds that identity indefinitely

13.1 Contacts and Evaluations  Contactable PSAs - High School PSA – off-campus recruiting contacts shall not be made with a PSA before July 1 st before the start of their senior year - 2 Year college PSA – A PSA who was not a qualifier and who is enrolled in the 1 st year of a 2-year college may not be contacted in person or off the SIUE campus - 4 Year college PSA – Shall not make contact with a SA of another NCAA/ NAIA four-year institution directly or indirectly, without first obtaining the written permission of the original institution’s AD

More on 4-year transfers &  What if the 4 year school denies permission? –If the institution decides to deny a SA’s request to permit any other institution to contact the SA about transferring, the original institution shall inform the SA in writing that he/she will be provided a hearing conducted by an institutional entity or committee outside of the athletics department. SIUE then can not encourage transfer or provide the SA with athletic aid during the SA’s first year at SIUE.  SIUE may contact an SA who has withdrawn officially from a four-year college without obtaining permission from the first institution ONLY if at least one academic year has elapsed since the SA’s withdrawal.

– Off-campus contacts or evaluations  Only head and assistant coaches (countable coaches) may contact or evaluate a PSA off-campus  SIUE must have a file of coaches who are permitted to recruit off-campus  An institutional staff member is not permitted to recruit off campus until he/she has been certified on an annual basis as to knowledge of applicable recruiting rules.

Telephone Calls to PSAs  Cannot be made before July 1 st before start of PSA’s Senior year to PSA or parents  Not more than 1 per week (week defined at SIUE as Sunday – Saturday)

Continued…Exceptions to the General Telephone Rule - Men’s Basketball Exception ►One phone call per month after June 15 th after PSA’s sophomore year until July 31 st of PSA’s Junior year ►Two calls per week beginning August 1 st before start of PSA’s Senior year ►One call per week to a 2-year or 4-year PSA - Women’s Basketball Exception ►One call during month of April of PSA’s junior year on or after the Thursday following conclusion of NCAA women’s final four ►One call during month of May of PSA’s junior year ►One call 6/1 - 6/20 and 1 call 6/21 – 6/30 of PSA’s junior year ►Three calls during the month of July following PSA’s junior year with no more than one call per week ►Starting July 1st, 1 call per week

And yet more exceptions… ►During conduct of athletics contest: Telephone calls to a PSA[or the PSA’s relatives or legal guardian(s)] may not be made during the conduct of any of the institution's intercollegiate athletics contests in that sport until the competition has concluded and the team has been dismissed by the coach. ►Telephone Calls Initiated by a PSA at a PSA’s expense: Institutional coaching staff members may receive telephone calls placed by a prospective student-athlete at the PSA’s own expense at any time, including before July 1 following the PSA’s junior year in high school. ►Official Visit Exception: Institutional coaching staff members may make unlimited telephone calls to a prospective student-athlete during the five days immediately preceding the PSA’s official visit to that institution. ►Letter of Intent Signing Date Exception: Institutional coaching staff members may make unlimited telephone calls to a PSA on the initial date for the signing of the National Letter of Intent and during the two days immediately following the initial signing date. ►Off Campus Contact Exception: Institutional coaching staff members may make unlimited telephone calls to a PSA on the day a permissible in-person, off-campus contact occurs. ►Telephone calls after NLI signing or other written commitment: After the calendar day on which a PSA signs a National Letter of Intent, there shall be no limit on the number of telephone calls by the institution with which the PSA has signed.

– Permissible Callers  Permissible Callers –Head coach or assistant coaches who are contactable coaches per bylaw –President or Chancellor/Director of Athletics –Academic advisors –Compliance coordinators –Non-coaching staff members with sport specific activities  Non-permissible Callers –Representative of athletic interests –Enrolled student-athletes at the direction of the coach/institution

Visit to PSA’s Institution –  All Sports - All visits that occur during the portion of the day when classes are being conducted must receive approval of the executive officer (or designated representative).  Basketball - coaches may visit a PSA’s educational institution no more than one occasion during a particular week within a contact period, regardless of the number of PSAs enrolled in the institution or whether the PSA is contacted.  Basketball - May visit a PSA’s school on not more than one occasion during a particular week during an evaluation period that occurs during the academic year. During July evaluation period, there are no limits to the number of times an SIUE staff member may visit a PSA’s school –Exception - visiting a PSA’s school on consecutive days during a particular week to observe a tournament shall count as one single visit.

Contacts  Sports other than Basketball –Limited to seven recruiting opportunities per PSA (contacts and evaluations combined) –During PSA’s senior year, not more than 3 of the 7 opportunities may be off-campus contacts at any site and shall include contacts with the PSA’s parents, but will not include contacts made during official visit  Men’s Basketball –Limited to 7 recruiting opportunities (contacts and evaluations combined), no more than 3 in-person, off-campus during PSA’s senior year –MBB Staff members can’t exceed 130 person recruiting days during academic year  Women’s Basketball –Limited to five recruiting opportunities (contacts and evaluations combined) –During PSA’s senior year, may not include more than 3 in-person, off- campus contacts at any site and shall include contacts with the PSA’s parents, but will not include contacts made during official visit –WBB staff can’t exceed 100 person recruiting days during academic year –July Evaluation Period for WBB : All communication with PSA, PSA’s parents, or PSA’s coach directly or indirectly is PROHIBITED.

Counting Contacts and Evaluations  Evaluations during the academic year count against permissible number of recruiting opportunities. Evaluations do not count against permissible number if made outside of academic year  Contacts with PSA count against the total number of permissible recruiting opportunities regardless of time period (inside or outside of academic year)  Any number of contacts made in one day count as one contact

Contacts after NLI signing  Sports other than Women’s Basketball –After the calendar day on which a PSA signs an NLI, there shall be no limit on the number of contacts. –However, the following conditions continue to apply:  No in-person, on or off-campus contact during a dead period  No on or off-campus contact (including correspondence and telephone calls) may be made by a representative of SIUE’s athletic interest except those involving permissible pre- enrollment activities  Contact at the site of a PSA’s competition shall continue to be governed by However, all contact with PSA’s parents shall be permitted  In Men’s Basketball - contacts are still confined to the permissible contact period and shall not exceed more than one visit per week

Women’s Basketball – Contacts after NLI Signing  Women’s Basketball –No limit on number of contacts by SIUE after the day the PSA signs an NLI –However, the following conditions continue to apply:  No in-person, on or off-campus contact during a dead period  No on or off-campus contact (including correspondence and telephone calls) may be made by a representative of SIUE’s athletic interest except those involving permissible pre-enrollment activities  Contact at the site of a PSA’s competition shall continue to be governed by (includes contact with parents).

– Contact Restrictions at Specified Site  Recruiting contact may not be made with a PSA prior to any athletics competition in which the PSA is a participant during the day or days of competition –Even if on an official or unofficial visit –Includes note-passing by way of a third party on behalf of coach –Contact shall not be made until PSA is fully released –Coaching staff member shall not send electronic correspondence while the PSA is in on call for competition at the site of the competition. Coaching staff member may send general/electronic correspondence to the PSA while the PSA is on call for the competition but not at the site of the competition or until PSA has been released. –Contact shall not be made with the prospective student-athlete involved in competition that requires more than one day of participation (e.g., a basketball tournament) until after the prospective student-athlete's final contest is completed and he or she is released by the appropriate institutional authority and leaves the dressing and meeting facility

Additional Restrictions – Men’s Basketball  Men’s Basketball –Contact shall not be made with a PSA at any basketball event during the academic year that is NOT part of a PSA’s normal high school, preparatory school or two-year college season, or any event that is not approved, sanctioned, sponsored or conducted by the applicable state high school or two-year college association, National Federation of State High School Associations or the National Junior College Athletic Association. –Contact shall not be made with a PSA at any basketball event during the academic year that is NOT part of a PSA’s normal high school, preparatory school or two-year college season, or any event that is not approved, sanctioned, sponsored or conducted by the applicable state high school or two-year college association, National Federation of State High School Associations or the National Junior College Athletic Association. –All communication with a PSA, the PSA relatives or legal guardians, the PSA’s coach or any individual associated with the PSA as a result of the PSA’s participation in basketball, directly or indirectly, is prohibited during the time period in which the prospective student-athlete is participating in a summer certified event or a nonscholastic event during the April contact period. However, printed materials (e.g., letters, recruiting brochures, questionnaires) may be sent via regular mail to a PSA’s home while the PSA is participating in a certified or nonscholastic event.  Exception – SIUE men’s basketball coaching staff may have telephone contact with PSA’s high school coach while the PSA is competing in a summer certified event or a nonscholastic event during the April period, provided the high school coach is not in attendance at the event

Additional Restrictions – Women’s Basketball  Women’s Basketball –During the July Evaluation period, all contact with a PSA, the PSA’s parents, or the PSA’s coach is prohibited (direct and indirect contact).

– Athletics Events Outside Contact Period – Men’s and Women’s Basketball  In-person contact with a PSA shall not be made on or off the institution's campus at the site of practice or competition for any athletics event in which the PSA participates outside the permissible contact periods in basketball.  In-person contact with a PSA shall not be made on or off the institution's campus at the site of practice or competition for any athletics event in which the PSA participates outside the permissible contact periods in basketball.  When a basketball PSA participates in an athletics contest or event (including a noninstitutional, private camp or clinic, but not an institutional camp or clinic) on an institution's campus outside of a contact period, it is not permissible for an authorized institutional staff member to have contact with the PSA until the calendar day following his or her release from the contest or event.  When a basketball PSA participates in an athletics contest or event (including a noninstitutional, private camp or clinic, but not an institutional camp or clinic) on an institution's campus outside of a contact period, it is not permissible for an authorized institutional staff member to have contact with the PSA until the calendar day following his or her release from the contest or event.  Further, if a prospective student-athlete is visiting an institution's campus immediately before or after participating in an athletics contest or event on the institution's campus, the prospective student-athlete must depart the locale of the institution the calendar day before or after the contest or event.

Limitations on Number of Evaluations  A coach’s visit (without contact) to a PSA’s institution counts as an evaluation for all students in that sport at that institution  Evaluations are sport-specific –Cross Country and Track: Limited to a total of seven recruiting opportunities (evaluations and contacts combined) during the academic year for both sports with not more than 3 as contacts.  Sports other than Basketball – during the academic year, each institution shall be limited to seven recruiting opportunities (evaluations and contacts combined) per PSA and not more than 3 may be contacts.

Men’s Basketball –Evaluations  During the academic year, each institution shall be limited to seven recruiting opportunities (evaluations and contacts combined) per PSA and not more than 3 may be contacts during PSA’s senior year. –Men’s Basketball coaching staff shall not exceed 130 recruiting person days per academic year during recruiting periods (contact and evaluation periods).  Fall contact period –Evaluations at sites other than the PSA’s school are prohibited during the fall contact period. Live evaluations shall be limited to regularly scheduled games/tournaments and practices.  Academic Year Evaluation Period –All evaluations during the academic year evaluation period shall be limited to regularly scheduled contests and practices.  March contact period –All evaluations during the March contact period shall be limited to regularly scheduled contests and practices. Evaluations at nonscholastic events are prohibited during this period.

– Men’s Basketball Evaluations Continued  April Contact Period –Evaluations at non-scholastic events are limited to events conducted, sponsored, sanctioned, or approved by the applicable state high school association or two-year college association. Coaches may only attend weekend events if it is not on a weekend that the ACT/SAT/PSAT/PLAN are administered. –Evaluations at a PSA’s schools (other than nonscholastic events) are limited to regularly scheduled prep school or two-year college contests/tournaments and practices and regular scholastic activities and only in conjunction with an off-campus contact.  Summer Evaluation Period –SIUE coaches may attend noninstitutional nonorganized events (pick-up games), institutional basketball camps, and noninstitutional organized events (camps, leagues, and tournaments) that are certified in Bylaw  Pre-draft Camp Exception –Evaluations conducted at NBA official pre-draft camps are not included in the 130 evaluation days

Women’s Basketball Evaluations  Limited to 5 recruiting opportunities (contacts and evaluations combined) and 100 recruiting-person days  Academic Year Evaluation Period –May occur at regularly scheduled high school, prep school and two-year college practices, contest/tournaments, open gyms, and pick-up games. –Evaluations at non-scholastic events may only occur during the last full weekend (Fri, Sat, Sun) of the Fall Contact period and the Fri, Sat, Sun of the Spring Evaluation period  Summer Evaluation Period –May attend non-institutional non-organized (pick-up games), institutional basketball camps and noninstitutional organized events (camps, leagues and tournaments) that are certified per NCAA Bylaw

Evaluations in Team Sports  In team sports, an institution shall use an evaluation for each PSA participating in a practice or contest observed by the institution's coach, even if a contact is made during the same day. An institution's coach who is attending an event in which PSA’s from multiple educational institutions participate in drills (e.g., combine) shall use an evaluation only for each PSA participating in the event that the coach observes engaging in the drills.  In team sports, an institution shall use an evaluation for each PSA participating in a practice or contest observed by the institution's coach, even if a contact is made during the same day. An institution's coach who is attending an event in which PSA’s from multiple educational institutions participate in drills (e.g., combine) shall use an evaluation only for each PSA participating in the event that the coach observes engaging in the drills. –Softball has a 50 day evaluation limit (measured Aug 1- July 31) which does not include employment of coaches in instructional camps/clinics or the observation of PSA’s participating in high school softball competition. –Volleyball has a 80 day evaluation limit (measured Aug 1- July 31) in which a coach’s employment activities in instructional camps/clinics does not count toward the evaluation days limit. However, a coach’s involvement outside the contact/evaluation with a local sports club shall count towards the 80 day limit.  An evaluation is defined as one coach engaged in evaluation of PSA on one day (12:01am to midnight)

Evaluations in Individual Sports  An institution's coach who is attending a practice or event in which prospective student-athletes from multiple institutions participate in drills (e.g., combine) or competition in an individual sport on a specific day shall use an evaluation only for those participants who the coach observes engaging in practice or competition. The evaluation is counted even if a contact is made during the same day.  An institution's coach who is attending a practice or event in which prospective student-athletes from multiple institutions participate in drills (e.g., combine) or competition in an individual sport on a specific day shall use an evaluation only for those participants who the coach observes engaging in practice or competition. The evaluation is counted even if a contact is made during the same day.

– Tournament Evaluations  Evaluation during each day of a tournament held during the academic year shall count as a separate evaluation except as follows: –Evaluation of multiple contests in a tournament that occurs on consecutive days counts as a single evaluation –Evaluation of multiple contests in a single tier (sectional, regional, district) of a tournament counts as a single observation. If a particular tier of a tournament is subdivided into identifiable segments (conducted on different weekends), evaluation of contests in each identifiable segment counts as a single observation.  Other Multi-Day Events: Evaluations at a multiple-day event (jamboree, round robin, showcase) constitute separate evaluations for each day of the event unless the event is conducted in a tournament format in which a winner is determined.

– Evaluation/Contact at PSA’s School  If a coach makes an in-person recruiting contact at a prospective student-athlete's educational institution, all evaluations (other than observations of athletically related activities) made on that calendar day at the prospective student-athlete's educational institution shall not count among the permissible number of evaluations for any prospective student-athlete at that institution in the applicable sport.  After the calendar day in which the PSA signs an NLI or written commitment, there is not limit on number of evaluations.

Banquet, Meetings & NCAA Promotional Activities  Sports Other Than Basketball. In sports other than basketball, a coach may speak at a meeting or banquet (except for dead periods per Bylaw ) at a prospective student-athlete's educational institution without using one of the institution's permissible contacts or evaluations, provided: –The meeting or banquet is initiated and conducted by the educational institution; –The coach does not make a recruiting presentation in conjunction with the appearance; –The coach does not have any direct contact with any prospective student-athlete (or a prospective student-athlete's parents or legal guardians) in attendance; and –The coach does not engage in any evaluation activities at the educational institution.

Basketball - Banquets, Meetings & NCAA Promotional Activities  During a Contact Period. In basketball, a coach who speaks at a meeting or banquet at a PSA’s educational institution during the contact period, uses the institution's once-per-week visit to a PSA’s educational institution during a contact period and also uses an evaluation for all basketball PSA at that educational institution. The coach does not use a contact, provided he or she does not make a recruiting presentation in conjunction with the appearance and has no direct contact with any PSA (or a PSA’s parents or legal guardians) in attendance.  Outside a Contact Period. In basketball, a coach may speak at a meeting or banquet at a PSA’s educational institution outside a contact period without such attendance being considered an evaluation or a visit to a PSA’s educational institution (except for dead periods per Bylaw ), provided: –The meeting or banquet is initiated and conducted by the educational institution –The coach does not make a recruiting presentation in conjunction with the appearance; –The coach does not have direct contact with any prospective student-athlete (or a prospective student-athlete's parents or legal guardians) in attendance; and –The coach does not engage in any evaluation activities.

13.2 Offers and Inducements  An institution's staff member or any representative of its athletics interests shall not be involved, directly or indirectly, in making arrangements for or giving or offering to give any financial aid or other benefits to a prospective student-athlete or his or her relatives or friends.  Prohibited financial aid, benefits, and arrangements include: –Employment arrangements for PSA’s relatives –Gift of clothing or equipment –Cosigning loans –Providing loans to PSA, relatives, or friends –Cash –Tangible items including merchandise –Free or reduced-cost services, rentals, or purchases of any type –Free or reduced-cost housing –Use of institution’s athletic equipment –Sponsorship or arrangement for an awards banquet for high school, prep school, or two-year college athletes

Employment of PSA’s  After Completion of Senior Year - An institution may arrange for employment or employ any prospective student-athlete (regardless of athletics award winner status), provided the employment does not begin prior to the completion of the prospective student-athlete's senior year in high school.  Two-Year College Prospective Student-Athletes - Once a prospective student-athlete has enrolled as a full-time student in a two-year college, the arrangement of employment by an institution for such a prospective student- athlete shall be permitted, provided the employment does not begin prior to the time period in which the prospective student-athlete has officially withdrawn from or has completed requirements for graduation at the two-year college.

13.3 – Graduation Data, Banned Drug List & Initial Eligibility Standards  SIUE annually publishes the federal graduation rate data, the academic progress rate (APR), and the graduation success rate (GSR)  Banned Drug List  Initial Eligibility Standards –This information shall be provided at the earliest opportunity after the institution's first arranged in-person encounter with the prospective student- athlete or upon request; however, in no event shall an institution provide the information later than the day prior to a prospective student-athlete's signed acceptance of the National Letter of Intent or signed acceptance of the institution's written offer of admission and/or financial aid. An institution may provide the information in hard copy or electronic form (e.g., electronic mail, link to Web site).

13.4 Recruiting Materials  Sports other than Men’s Basketball –May not provide recruiting materials (including general correspondence related to athletics) to a PSA until Sept. 1 st of a PSA’s junior year  Men’s Basketball –May not provide recruiting materials until June 15 th after completion of PSA’s sophomore year  Institution may provide the following printed materials to PSA’s or coaches of PSA’s –General correspondence – letters, blank postcards –Business cards –Camp brochures - may be provided prior to Sept. 1 st of junior year and can be single two- sided sheet, not to exceed 17x22 when opened in full –Questionnaires – may be provided prior to Sept. 1 st of PSA’s junior year –Non-athletics institutional publications – academic, student services –NCAA educational material published by NCAA – may be provided prior to Sept. 1 st of junior year –Athletics Publications – May provide either a media guide or recruiting guide (but not both) –Game programs (no posters) – only during official or un-official (cannot be mailed) –Pre-enrollment info – only if PSA has signed NLI –Institutional note cards (can’t exceed 8 ½ by 11 when opened in full and must be blank on the inside with SIUe and logo only on outside.  Staff may respond to PSA request for materials before permissible date if the info doesn’t initiate recruitment or info related to the SIUE athletics.

Video/Audio Materials  An institution may show a highlight film/videotape/audio tape to a PSA or the PSA’s coach but may NOT send it to or leave it with the PSA or coach.  Highlight films/videotapes/audio tapes are "game clips" that contain informational material that is related to a particular event or sports season. Any narration on the highlight film/videotape/audio tape must relate specifically to the event or sports season. Highlight films/videotapes/audio tapes may include only clips of actual athletics contests and activities that occur on the day of the contest that are directly related to the contest (e.g., pre-game player introductions, half- time band and cheerleader performances, locker-room talks, crowd reactions, sideline coaching staff activities, post-game on-field award presentations).  Highlight films/videotapes/audio tapes are "game clips" that contain informational material that is related to a particular event or sports season. Any narration on the highlight film/videotape/audio tape must relate specifically to the event or sports season. Highlight films/videotapes/audio tapes may include only clips of actual athletics contests and activities that occur on the day of the contest that are directly related to the contest (e.g., pre-game player introductions, half- time band and cheerleader performances, locker-room talks, crowd reactions, sideline coaching staff activities, post-game on-field award presentations).

Transportation  May not provide transportation unless the PSA is: –On an official paid visit –On an unofficial visit –To view a practice or competition site –To view institutional facilities –To attend a home contest at any local facilities when accompanied by an institutional staff member  Transportation on an Official Paid Visit –Friends and family may receive free transport if they accompany PSA –May not provide an automobile for the PSA to drive –Coach may only accompany PSA if only an automobile is used and 48-hour clock begins when the coach begins transport –Remember…..you can’t reimburse a PSA’s coach for transportation expenses if he/she brings the PSA for their official visit

13.6 – Official (Paid) Visit  PSA is allowed one visit limit per institution  No earlier than the first day of Senior year  Post High School Visits - The one-visit limitation and the limitations on total official visits (see Bylaw ) apply separately to the period in which the prospective student- athlete is in high school and to the period beginning October 15 following the prospective student-athlete's completion of high school. Thus, a prospective student-athlete may be provided a maximum of 10 official visits -- five while in high school and five beginning with the October 15 following the prospective student-athlete's completion of high school.  Post High School Visits - The one-visit limitation and the limitations on total official visits (see Bylaw ) apply separately to the period in which the prospective student- athlete is in high school and to the period beginning October 15 following the prospective student-athlete's completion of high school. Thus, a prospective student-athlete may be provided a maximum of 10 official visits -- five while in high school and five beginning with the October 15 following the prospective student-athlete's completion of high school. –Nonqualifier in First Year – If PSA was not a qualifier and is enrolled in first year of junior college, you can not provide PSA with an Official Visit –4 Year Transfer Student – Must have permission to speak before you can give PSA one official visit  Number of Official Visits – Institutional Limitations –Men’s and Women’s Basketball – no more than 12 visits from 8/1-7/31  Women’s Basketball – no official visit allowed during July Evaluation Period –Baseball – no more than 25 visits from 8/1-7/31  Written record required for basketball and baseball (will be kept by compliance director)

Requirements for Official Visit  Before a PSA is provided an official visit, the following requirements must be met: –Student must submit a PSAT, SAT, PLAN, ACT score –High school or college academic transcript –Registered with NCAA Eligibility Center (H.S. student) –PSA must be placed on institution’s institutional request list (IRL) with NCAA Eligibility Center (H.S. student)  Length of Visit - Cannot exceed 48 hours, begins when PSA arrives on campus, unless accompanied by coach through transport, and 48 hr. begins with transport

Entertainment/Tickets on Official Visit  May provide entertainment (not excessive) for PSA and his/her parents/spouse that is within a 30-mile radius of campus  May pay for actual and reasonable costs for meals and lodging  Maximum of 3 complimentary tickets to home events –No post-season tournament complimentary admissions  Cannot provide cash for entertainment purposes to the PSA  $30 per day to student host is allowed ($45 if host has two PSA’s).  May not arrange miscellaneous, personalized recruiting aids (personalized jerseys, personalized audio/video scoreboard presentations) and may not permit a prospective student-athlete to engage in any game-day simulations (e.g., running onto the field with the team during pre-game introductions) during an official visit. Personalized recruiting aids include any decorative items and special additions to any location the prospective student- athlete will visit (e.g., hotel room, locker room, coach's office, conference room, arena) regardless of whether or not the items include the prospective student-athlete's name or picture.

13.7 Unofficial (Nonpaid) Visit  PSA may visit, at their own expense, any number of times  Men’s basketball – may not have unofficial visit during the entire month of July  Women’s basketball – may not have unofficial visit during July evaluation periods  May not provide any expenses for entertainment –Only allowed three complimentary tickets (not conference tournament play)  May arrange academic interviews for PSA  May not arrange personalized recruiting aids or involvement in game-day simulations  May stay in enrolled SA’s dorm only if PSA pays the regular institutional rate

13.8 – Entertainment, Reimbursement, and Employment of High School, Prep School, and 2-year College coaches  Entertainment limited to a max. of 2 complimentary tickets to an intercollegiate game w/in 30-mile radius  Cannot reimburse coaches for transporting PSA to SIUE or to an off-campus contest  Cannot provide gifts to high school, prep school, or 2- year college coaches in conjunction with its coaches’ clinic or other events. This prohibits door prizes to each coach, even if the cost of the prize is included in the cumulative admission fee. Materials (clipboards, whistles, file folders) may be provide to each person attending the clinic provided the items are included in the registration fee.

13.9 Letter of Intent  Cannot offer athletically related aid/NLI to a high school student until the PSA has registered with NCAA Eligibility Center  Institution cannot be involved in an institutional or conference athletics NLI program or offer a financial aid agreement with a signing date before the initial regular signing date for the NLI (cannot sign early)  Institution may indicate (in writing) that aid will be offered early, but PSA cannot sign before initial signing date in that sport in the NLI program

Publicity  Before a student signs an NLI, an institution may comment publicly only to confirm its recruitment of a PSA, and may not comment on the PSA’s ability or likelihood of signing an NLI  A PSA, a high school coach, or a 2-year college coach may not be involved in TV or radio shows, commercials, or announcements with a college coach –PSA visits and intent to enroll may not be publicized until after signing NLI or written offer of athletic aid –Cannot introduce a visiting PSA at banquet or athletic contest that is attended by media or open to the general public.

Tryouts Prohibited Activities  May not have PSAs (started 9 th grade) conduct any physical activity to demonstrate skill or athletic ability, except when: –Institution’s varsity team may compete against a 2- year college but may not compete against a high school or prep school team –Competition in conjunction with a high school, prep school or 2-year college contest  In the sports of Basketball & Volleyball – member institutions shall not permit competition between or among high schools, prep schools or 2-year colleges in conjunction with an intercollegiate athletic contest (no high school volleyball game followed directly by an SIUe volleyball game). –Can occur if occur in separate sessions (separate tickets, gym in cleared)

– Tryout Events  A member institution or conference may not host, sponsor or conduct a tryout camp, clinic, group workout or combine (e.g., combination of athletics skill tests or activities) devoted to agility, flexibility, speed or strength tests for prospective student- athletes at any location.  A member institution or conference may not host, sponsor or conduct a tryout camp, clinic, group workout or combine (e.g., combination of athletics skill tests or activities) devoted to agility, flexibility, speed or strength tests for prospective student- athletes at any location.  A member institution's staff members may only attend such an event sponsored by an outside organization if the event occurs off the institution's campus and is open to all institutions

13.11 – Tryouts Continued…. Permissible Activities  PSA may participate in recreational activities on a visit to an institution’s campus if they are not organized or observed by athletics staff or coaches and are not designed to tests skills  Local Sports Club: Non-basketball coaches may serve as a coach, participant, or administrator, in any capacity, in a local sports club (with PSA’s) in the same sport they coach if: –All PSAs must be legal residents of the area (50-mile radius) –Club is not sponsored by the institution or booster group –Volleyball – institutional members may not coach at a local club during a quiet or dead period where PSAs are present  A coach may be employed in sports camps, coaching schools, and clinics without violating the tryout rule  A coach may be involved in activities at a local sports club with individuals who are not of a PSA age regardless of where such individuals reside (no mile limit)

– Tryout Exceptions  PSA participation in an open event held on campus is not considered a tryout –The event is not classified by age group or level of education –Can only be limited by instructional level, geographical area, or on the basis of some objective performance standards  If a group that includes PSA’s uses an institution’s facilities, but the athletics staff is not involved in promoting or conducting the event, it is not considered a tryout  Regularly scheduled high school, preparatory school and two-year-college athletics contests or matches, conducted by a member institution or sponsored jointly with an outside organization and held on the campus of a member institution, shall not be considered tryouts, provided the following conditions are met: –The opportunity to participate in the event is not limited to specific PSA’s or educational institutions and all individual PSA’s or educational institutions in a specific geographical area are eligible to compete (limited only by number, by institutional classification or on the basis of some objective standard of performance); –The event appears on the schedules of the PSA’s educational institutions; and –The event is conducted by a national sports federation of which the NCAA is a member or it has been approved prior to the season by the appropriate state or national authority.

– Additional Tryout Exceptions Continued…  The regular or emergency use of a member institution's facilities by a high school, preparatory school or two-year-college athletics team for its normal practice activities (conducted solely by its coaches) or for regularly scheduled high school, preparatory school or two-year- college contests (conducted solely by those participating institutions) shall not be considered tryouts, provided the following conditions are met: –The competition is approved by the appropriate state or national authority; and –The member institution and representatives of its athletics interests are not involved in any way in the invitation or selection of participating schools or individuals  Women’s golf coaches may give private lessons to PSAs if –PSA lives within a 50-mile radius of SIUE –Lessons are available to general public –Coach is a certified teacher by LPGA/PGA –Fees charged to PSA are the same as everyone else –Fees charged to the PSA are paid by the PSA or PSA’s parents –Institution keeps on file the fee charged

Summer before FT enrollment  Basketball PSAs who have signed a NLI or have been accepted for admission and are enrolled in summer classes may participate in summer conditioning program that is supervised by the department’s strength coach  Safety Exception (Wrestling and Field events) - A PSA who is enrolled in the summer term prior to FT enrollment, may participate in voluntary individual workouts in the presence of the institution’s coach. The coach may provide safety and skill instruction, but may not conduct the individuals workout.

13.12 Sports Camps and Clinics  Any camp or clinic that is owned or operated by a member institution or employee of athletic department  Basketball – Only allowed to have camp/clinic during months of June, July, or August, or calendar weeks that include these months (May 28-June 3) and can’t be employed at other institution’s camps.  Must be open to any and all entrants –Limited only by age, number, gender, grade level  May not employ or give free or reduced admission to PSAs  Interaction between coaches and PSAs in camps/clinics is not subject to recruiting calendar restrictions –But coach is prohibited from recruiting any PSA during the time period that the camp is conducted (from the time the PSA arrives for the camp until the conclusion of ALL camp activities. This includes extending written or verbal offers of athletic aid. –Can’t conduct camp/clinic during dead period.

– Employment  Can’t employ or give free/reduced admission to a PSA  A student-athlete with eligibility remaining is not allowed to conduct his or her own camp/clinic  May employ a high school or two-year college coach provided: –Coach receives compensation that is the going rate –Coach is not paid based on his/her reputation or number of campers he/she brings to the camp  SIUE staff members can’t be employed by any camp/clinic that is sponsored/conducted by an individual/organization that provides recruiting or scouting services.

13.13 – High School All-Star Games  SIUE staff directly or indirectly involved in recruiting may not participate in any way (coaching, supervising, officiating) with a high school all-star game  SIUE cannot offer facilities –Unless SIUE staff is not involved at all  SIUE cannot offer use of equipment to PSAs for a high school all-star game

13.14 – Use of Recruiting Funds  All funds for recruiting must be deposited to SIUE, who is entirely responsible for its expenditure  Staff may not use funds to visit PSA or family in excess of necessary personal expenses  SIUE may subscribe to scouting service and may use a video service that tapes regularly scheduled hs or 2-year college games

13.15 Precollege Expenses  An institution may not provide funding, directly or through paid advertisements, to benefit a high school athletics program.  An institution may not provide funding, directly or through paid advertisements, to benefit a high school athletics program.  An institution may not contribute to a high school or its athletics booster club any funds realized from an athletics contest played or a practice held at a high school facility, except actual and necessary expenses for rental of the facility.  An institution may permit a state high school association to use its facilities to host state high school championship events at a reduced rate.  It is not permissible for a member institution to compensate a high school, preparatory school or two-year college for selling tickets to the institution’s athletics contests. Specifically, the member institution may not provide such forms of compensation as a guarantee, a percentage of the income realized from the sale of the tickets or any other form of commission for providing such services.

Donation of Equipment  A member institution may not provide athletics equipment to a high school. However, a member institution is permitted to provide athletics equipment to bona fide youth organizations (e.g., the YMCA, YWCA, boy scout troops, girl scout troops, a summer recreation league) that may consist of some PSA’s, provided the issuance of equipment is in accordance with the institution's regular policy regarding the discarding of equipment. Further, only those organizations within a 30-mile radius of the campus may be provided such equipment by the institution.  A member institution may not provide athletics equipment to a high school. However, a member institution is permitted to provide athletics equipment to bona fide youth organizations (e.g., the YMCA, YWCA, boy scout troops, girl scout troops, a summer recreation league) that may consist of some PSA’s, provided the issuance of equipment is in accordance with the institution's regular policy regarding the discarding of equipment. Further, only those organizations within a 30-mile radius of the campus may be provided such equipment by the institution.
