A Combat Support Agency 9 GEMSIS Concept Provide solutions to current spectrum management capability gaps as identified in the Initial Capabilities Document (ICD). Adopt existing military capabilities, acquisition of commercial products, and/or development of new technology. Federate emerging architectures, capabilities and joint operational concepts to build an integrated set of spectrum management capabilities. Provide net-centric, interoperable, integrated and collaborative spectrum management capabilities. Support net-centric data environment for spectrum information. Making data visible, accessible, understandable, trusted, interoperable & responsive. Enable transformation from the current preplanned and static assignment strategy into autonomous and adaptive spectrum operations. Increase efficiency and effectiveness of spectrum management. Leverage and reduce DoD acquisition and sustainment costs.
