RMGRR129 Voting Recommendation: RMGRR129, Revision to Customer Rescission Completion Timeline (Vote) ◦ This Retail Market Guide Revision Request (RMGRR) provides additional guidelines regarding specific timing and responsibilities for a Competitive Retailer (CR) to complete a Customer Rescission MarkeTrak issue after completion of a Switch Request. Once a Customer Rescission MarkeTrak issue has been submitted, the losing CR has two Business Days to agree to the Customer Rescission MarkeTrak issue, and another two Business Days to send a backdated 814_16, Move-In Request, once the Transmission and/or Distribution Service Provider (TDSP) has updated the MarkeTrak issue status to “Ready to Receive.”  03/03/15 Language Review and Vote: RMS unanimously Approved RMGRR129 as recommended by the MarkeTrak Taskforce (MTTF).  04/07/15 Impact Analysis Review: No project required. This Retail Market Guide Revision Request (RMGRR) can take effect upon the Technical Advisory Committee (TAC) approval.  04/07/15 RMS Voting: RMS unanimously Approved RMGRR129 Impact Analysis.  05/28/15:TAC unanimously approved Tabling RMGRR129 to allow MPs attending RMS to develop an implementation schedule that works for all affected MPs. RMGRR130 Voting Recommendation: RMGRR130, Alignment of Section 7, Market Processes, with TDSP Terms & Conditions Tariff Effective 01/15/2015 (Vote) ◦ This Retail Market Guide Revision Request (RMGRR) synchronizes Section 7, Market Processes with Public Utility Commission of Texas (PUCT), Rulemaking Proceeding to Amend PUC SUBST. R. § Relating to Terms and Conditions of Retail Delivery Service Provided by Investor Owned Transmission and Distribution Utilities (TDUs) and Pro-Forma Retail Delivery Tariff effective 01/15/2015.  04/07/15 RMS Voting: RMS unanimously Approved “Tabling” RMGRR130.  04/22/15: TX SET provided additional comments for RMS consideration  05/05/15 RMS Discussion/Vote: Motion to Approve as amended by the April 22, 2015 TX SET comments and the May 5, 2015 RMS edits:  06/02/15: RMS Unanimously Approved RMGRR130 Impact Analysis and will refer that recommendation to TAC for their consideration this month. RMGRR131 Voting Recommendation: RMGRR131, Guidelines for Notification of Invoice Dispute (Vote) ◦ This Retail Market Guide Revision Request (RMGRR) will align the Retail Market Guide with current market practices.  7.8.2, Guidelines for Notification of Invoice Dispute  Market efficiencies or enhancements ◦ There were two sets of comments submitted to ERCOT’s Revision Listserv for RMGRR131 –  ERCOT’s and TXU Energy’s comments required additional review and discussions by the MarkeTrak Taskforce Subject Matter Experts (SME’s) during their May 7 th scheduled meeting. ◦ 05/05/15 RMS Discussion/Vote: Motion to “Table” Unanimous by RMS to allow RMS to receive MTTF Recommendations. MTTF 5/7/15 recommendation will be considered for approval during RMS’ June 2 nd meeting. ◦ 06/02/15: RMS unanimously Approved RMGRR131 language with MTTF comments. RMGRR132 Voting Recommendation: RMGRR132, NOIE Disconnect and Reconnect Process (Vote) ◦ Description: This Retail Market Guide Revision Request (RMGRR) provides Non Opt-In Entities (NOIEs) with the ability to disconnect retail Customers for non-payment by integrating them into Section 7.6, Disconnect and Reconnect for Non-Payment Process. It also exempts NOIEs from the Texas Standard Electronic Transaction (TXSET) process if they utilize it less than 25 times per month. ◦ 06/02/15 RMS Discussion/Vote: Tom Burke, Golden Spread Electric Cooperative, is trying to develop a market solution that allows a method of Disconnecting Wind Units for Non-Payment that are energized by TDSP’s (Retail) transmission lines through a by-directional meter. Currently because the disconnection may not occur for several months Golden Spread Electric Cooperatives requires deposits that covers 6 months of potential usage, which could be significant cost to end the use customer. GSEC provided the following additional details on this issue:  Motion to Table RMGRR132 and Refer to TX SET for discussion and recommendation was unanimously Approved. TX SET leadership discussed this item during their June 17 th meeting and TX SET will provide a recommendation to RMS during the August 4 th meeting. July 15, 2015RMS Update to COPS 5

Draft NPRR Recommendation: NPRR711, Increase the Interval Data Recorder Meter Mandatory Install Requirement from 700 kW/kVA to 1.5 MW/MVA (Vote) ◦ This Nodal Protocol Revision Request (NPRR) increases the Interval Data Recorder (IDR) Meter mandatory installation requirement from 700 kW/kVA to1.5 MW/MVA. In stakeholder discussions during the joint RMS/COPS IDR Meter Protocol Requirement Threshold Workshops, there were concerns expressed regarding the elimination of the mandatory IDR Meter threshold.  These concerns included: unknown and known impacts to Transmission and/or Distribution Service Providers (TSDPs) based upon their current Tariff concerning the application and invoicing of 4CP, unknown impacts to current 4CP Demand response volumes; and impacts to ERCOT’s Load forecasting processes unless these Loads were identified by a new profile assignment. Task Force participants indicated a desire that new profile codes not be introduced due to the cost impacts to their organizations resulting from IT development, testing, and implementation of multiple new Load Profiles when that may not be the best use of budget dollars. ◦ 06/02/15 RMS : RMS unanimously directed Workshop leadership to submit Draft NPRR to PRS Revision Request Listserv for number assignment and 21 day comment period. Draft SCR Recommendation: SCR786, Retail Market Test Environment (Vote) ◦ This System Change Request (SCR) instructs ERCOT to develop a new retail market test environment, in addition to the current Certification (CERT) environment, that mimics ERCOT’s production environment functionality. This new retail market testing environment will provide flexibility and availability for ad-hoc testing requests by Market Participants and will reduce the overall risk to the retail market by allowing Market Participants to fully test internal projects before going live in production.  06/02/15 RMS: Motion to direct TDTWG to submit Draft SCR to the PRS Revision Request Listserv for number assignment was unanimously approved. Advanced Metering Working Group (AMWG) Change Requests Implementation Cost Estimates (Vote) AMWG Change Requests ◦ Motion to Table until the August 4 th RMS meeting due to SMT transition project still pending at PUCT and Distributed Generation Workshop scheduled June 18 th,, therefore, Market Participants would like to see those events concluded before moving this forward.  Motion to Table until the August 4 th RMS meeting was approved with 1 abstention. Advanced Metering Working Group (AMWG) July 15, /02/15 RMS: Three Motions were considered by RMS for AMWG’s Change Request , , , and Motions were as follows: ◦ Motion to Approve all five as a group was superseded by a Motion to Table all five for 2 months until the August 4 th RMS meeting.  Motion to Table Failed: 35.5 (Y) 57.5 (N) 7 Abstain ◦ Motion to divide and vote for each one individually:  Motion to Divide Failed: 38.5 (Y) 58.0 (N) 4 Abstain ◦ Original Motion to Approve all five Change Requests as a group and RMS will review all Change Requests previously approved by RMS at the August or September RMS based on the results of the PUCT Memo recommendations in reference to the SMT Transition Project:  Motion to Approve all five Change Requests , , , and carried with 6 Abstentions. MarkeTrak Taskforce (MTTF) 06/02/15 RMS: RMS agreed to remand RMGRR129 to the MarkeTrak Taskforce (MTTF) and to delay Sunsetting MTTF until the following action items are completed:  Recommendation to RMS from MTTF on an implementation timeline for RMGRR129, expected for the August 4 th 2015 RMS meeting  Compile and summarize IAG Post-Training survey responses for all three Training Sessions. Provide total of MPs attended each training session with total trainees for all three sessions will be provided to RMS during the August 4th meeting.  Work with ERCOT (Dave Pagliai) on if there should be a MarkeTrak system upgrade based upon functionality available in latest MarkeTrak Application version already released by the vendor, make recommendation if the market should move or not move to latest version, if recommendation to move when? ERCOT’s RMS Updates! Legacy Tool Replacement ◦ Improvements initiated in response to the February 17 th duplicate retail transactions incident:  Current Status:  Complete - New outbound transaction flow monitor designed to alert when a five to ten minute transactional backlog exists  In progress - End-to-end pulse functionality monitoring for retail transactions – December 2015 target:  System will sit outside of the ERCOT firewall and mimic a market participant’s experience and alert when performance criteria are not met ◦ In progress – Migrate monitoring functionality from a legacy system to a supported toolset – December 2015 target:  21 of 84 monitors complete  17 of 19 directory monitors complete  11 of 11 reports complete  0 of 112 dashboards complete  0 of 3 business functions complete  On target for completion by the end of 2015 July 15, 2015RMS Update to COPS 12

ERCOT’s RMS Updates! Browser Update ◦ ERCOT initiated a project to test all market facing applications for browser compatibility using IE 9, IE 10, and IE 11. ◦ Testing was done as follows:  No changes were made to the application code base or systems.  The applications were tested as is.  Testing was done using Windows 7 and Windows 8.  IE 9, IE 10, and IE 11 were tested using native as well as compatibility mode.  IE 11 was also tested in “Enterprise Mode” as not all applications functioned in compatibility mode July 15, 2015RMS Update to COPS 13

ERCOT’s RMS Updates! Browser Update ◦ Recommendation and Next Steps:  ERCOT will begin supporting Internet Explorer version 8 as well as Internet Explorer version 11 in “Enterprise Mode” for all market facing applications with the R5 release in September.  Market participants can choose their own timelines for how and when to upgrade their systems.  An updated Configuration Guide will be posted specifying the required settings needed. ◦ While the date is not determined yet, ERCOT will end support for IE 8 in the future.  A change that will have such a broad impact will be communicated to the Market well in advance before implementation.
