2 GOES DCS SYSTEM CAPACITY The DCPR transponder works best when uplink power is kept to as narrow a range as possible for each signal type Achieving a narrow range is difficult – antenna gain, loss for pointing, cable loss, aging, and temperature are variables Capacity for CDMA links (e.g. random channels) can be increased by reducing required uplink EIRP to significantly lower levels than previously proposed This can be done and still retain acceptable operation for all links within the specified range Changes can be implemented with GOES N Some initial deployment could start immediately

5 EIRP IMPLICATIONS Transmit power control will be required to achieve the recommended 2 dB EIRP range Without power control the achievable range is wider – 4 dB or more A wider range of EIRP is more likely to overpower low power transmissions and will allow for fewer CDMA channels

6 ISSUES TO RESOLVE How do we technically control power? How much control do we allow users and installers to have? How much control do we allow owners and NOAA to have? How do we accurately measure EIRP with current pilot issues?

7 STIWG ACTION NOAA asks STIWG to commit to supporting the new power levels proposed above NOAA asks STIWG to participate in finding acceptable solutions to the issues defined above STIWG will participate in making start/stop decisions based on finding acceptable solutions

8 Level of Urgency GOES 12 to GOES 13 transition is only about 4 years away (possibly less) Transition will be easiest if made slowly NOAA needs lead time for DAMS and DAPS upgrades Manufacturers need lead time to build and certify models to the revised standards
