33 Enumerating United States Citizens Living Overseas 2004 Feasibility Test Conducted in Three Countries – France, Kuwait and Mexico Response Disappointingly Low by any Standard France – 3100 Questionnaires (estimated population ranges from 63,591 – 1,036,300) Mexico and Kuwait equally low Significant Operational and Data Quality Concerns Difficult to Resolve Congress has not Appropriated Funds for Further Testing
