The Illinois State Board of Education will provide leadership, advocacy and support for the work of school districts, policymakers and citizens in making Illinois education Second to None.

The Plan Phase I: Management (1/7/2002) –Establish core management team and general organizational framework; convey direction and expectations. Phase II: Alignment (Today) –Organize work of existing divisions and staff within new framework. Phase III: Systems (Spring) –Incorporate findings of Hewitt and Deloitte & Touche studies to improve processes and fine-tune organizational structures.

Guidelines Focus on priorities and critical functions.

Strengthen accountability. Guidelines

Establish an experienced and committed core management team to report directly to the Superintendent.

Guidelines Streamline the organization – removing unnecessary reporting layers and reducing management.

Combine small divisions and unite similar functions – equalize span-of-control. Guidelines
