MINNEHAHA COUNTY SHERIFF EXPLORER RIDE ALONG GUIDELINES ~ POST 11

PURPOSE STATEMENT: o To provide Explorers with the unique opportunity to observe and gain practical experience with regard to the methods and techniques used in patrol operations and police services. o To supplement basic and in- service classroom training in patrol operations and related police services. o To provide Explorers with a greater appreciation of the challenges, benefits and importance of law enforcement services within the community.

RIDE-ALONG APPLICATION: o Explorers complete a Ride-Along application Application o Assumption of Risk and Indemnity Agreement o Hold Harmless & Release Form o Parental Consent Form Applications are o Approved by the Explorer Advisor o They are filed and maintained by the Post 11

GENERAL GUIDELINES o Explorers must be a member in good standing with Post 11 o Explorers must report a minimum of 15 minutes prior to their scheduled ride-along o Explorers should be provided with a ballistic vest, if available. o Explorers must follow all instructions given by the Ride-Along Advisor or Shift Supervisor

o Explorers must complete a log of calls they respond to while riding o Advisors will get the monthly Ride Along Reports from the Senior Explorer o Each Ride Along remember to write the out the report o Reports need to be about a paragraph of information (4-5 sentences) o You may electronically turn them in with the posts website. o

EXPLORER - TRAINING - ADVISOR o General Guidelines o Patrol/Radio Procedures o Traffic/Crowd Control o Emergency Procedures o On-View Situations o Drop-Off Procedures o Permitted/Prohibited activities o Youth Protection for youth participants o Youth Protection – Exploring Version for adult leaders. o Exploring Ride-Along Safety o Orientation to Explorer Post 11’s o Advisor always there for support /questions o Mandates the monthly meetings o Provides volunteering for county events o Training in traffic exercises

PERMITTED ACTIVITIES & PROHIBITED ACTIVITIES o Assist w/ communications (radio) o Traffic/Crowd Control o Traffic Crash/Crime Scene Security o Completion of routine forms (stored vehicle, found property, etc) o Assist Motorists o Render First Aid o Translate o Other low-risk “routine” activities under the supervision of Ride-Along Advisor o Interview/Interrogate witnesses o Be left in control of prisoners o Assist in any possible crime in- progress o Be used in dangerous or undercover activities o High-Speed pursuits o Any other high risk or legally precarious situation

POLICY STATEMENT ON DRIVING o A Law Enforcement Explorer should never be placed in a situation that would present the appearance of him/her being a legal/certified law enforcement officer. "NO LAW ENFORCEMENT EXPLORER, WHETHER IN UNIFORM OR NOT, SHOULD DRIVE ANY PATROL VEHICLE."

EMERGENCY PROTOCOLS Dangerous Situations & Emergency Drop-Off o with enough advanced notice the Officer should drop Explorer off at safe, public location; o IE: fire station, PD, open/safe convenient store or restaurant, o Ensure the Explorer is picked up by another Officer or o Explorer may contact a responsible adult to pick them up o Advisor shall be notified of this Spontaneous, On-Scene Emergency o Explorer shall remain in police vehicle and take cover

EMERGENCY PROTOCOLS PART II Ride-Along Emergencies & Officer Assistance o Explorer calls for help of additional police units, EMS Provides Communications with o Location, Officer’s unit number, Nature of the Problem o Seek safe position o Stays in the patrol vehicle or o Seeks safety elsewhere Explorers are not required to go to the aid of downed Officer Remember 911

REVIEW & ADDITIONAL INFORMATION Ride-Along Hours: o (Age: AM-6PM) (Age: AM-6PM or 6PM- 6AM) o 2. Explorers will not carry any firearm plus ammunition, mace and baton while participating in the ride-along o 3.Explorer can ride up to 2 times a month unless otherwise cleared by explorer adviser o 4. Explorer will ride with the officer assigned by any deputy or ranking official o 5. An Explorer must have a Flashlight (black 3 cell), notebook, and pen before reporting for duty o 6. No Explorer will be required to obey an order which is contrary to the law o 7. The Explorer must report his information to his commander or unit adviser to see if he/she is learning anything. o 8. The Explorer is prohibited from smoking, drinking, chewing, or sleeping on duty. If caught sleeping the Deputy you are shadowing may choose to drop off the rider back at the L.E.C o 9. Explorers must report 15 mins before scheduled ride- along Don't on a Ride-Along o Handcuff (seize or detain), Watch over prisoners, Participate in High Risk Calls, Drive Vehicles, Sign any paperwork or legal documents, o Assist in providing Cover for any Deputy
