DEVELOPMENT REVIEW PROCESS PURPOSE TRAFFIC STUDIES ARE REVIEWED AS PART OF THE DEVELOPMENT REVIEW PROCESS FOR COMPLIANCE WITH THE REGIONAL TRANSPORTATION PLAN (RTP) AND REGIONAL ROAD IMPACT FEE (RRIF) PROGRAM

OVERVIEW OF TOPICS LAND USE ASSESSMENT CAPACITY NEEDS TRAFFIC OPERATIONS ACCESS MANAGEMENT RRIF PUBLIC TRANSPORTATION OTHER MODES (BIKE, PEDESTRIAN) TRANSPORTATION DEMAND MANAGEMENT (TDM) / TRANSPORTATION SYSTEM MANAGEMENT (TSM) SUMMARY

LAND USE ASSESSMENT PROPOSED DEVELOPMENT IS REVIEWED AGAINST POPULATION AND EMPLOYMENT INFORMATION PROVIDED BY LOCAL GOVERNMENTS ADJUSTMENTS / MODIFICATIONS ARE MADE TO THE RTC TRAFFIC MODEL AS NEEDED (TAZ REVIEW & ADJUSTMENTS) REVISED TRAFFIC MODEL OUTPUT PROVIDES BASIS FOR TRANSPORTATION RECOMMENDATIONS THE RTC WORKS WITH THE DEVELOPER, CONSULTANTS, AND/OR LOCAL STAFF AS NEEDED TO CREATE AND REVIEW FORECASTS

CAPACITY NEEDS THE RTC MAKES AN ASSESSMENT OF TRAFFIC STUDY RECOMMENDATIONS WITH CAPACITY PROJECTS CONTAINED IN RRIF AND RTP THE RTC MAKES AN ASSESSMENT OF TRAFFIC STUDY RECOMMENDATIONS WITH INTERSECTION PROJECTS CONTAINED IN RRIF AND RTP DEVIATIONS FROM THE RTP ARE CATALOGED AND REVIEWED WITH LOCAL ENTITIES

TRAFFIC OPERATIONS THE RTC ENGINEERING STAFF REVIEWS TRAFFIC STUDIES FOR SPECIFIC TRAFFIC OPERATIONS ISSUES –SIGNAL WARRANTS –EXCEL / DECEL NEEDS –INTERSECTION CONFIGURATION –SAFETY ISSUES –TRAFFIC CONTROL DEVICES

ACCESS MANAGEMENT TRAFFIC STUDY RECOMMENDATIONS ARE REVIEWED FOR ACCESS MANAGEMENT COMPLIANCE WITH THE RTP CLASSIFICATION (HIGH, MEDIUM, LOW, AND ULTRA-LOW ACCESS CONTROL) –SIGNAL SPACING –DRIVEWAYS SPACING / DISTANCE –MEDIANS –TURN MOVES ALLOWED

REGIONAL ROAD IMPACT FEES (RRIF) THE RTC MAKES AN ASSESSMENT OF RRIF ISSUES –CREDITING –ROW –QUALIFICATIONS –CCFEA ISSUES

SUMMARY THE RTC HAS AN IMPORTANT ROLE IN THE DEVELOPMENT REVIEW PROCESS AND COORDINATES WITH CONSULTANTS AND LOCAL ENTITY STAFF TRAFFIC STUDIES ARE REVIEWED FOR COMPLIANCE WITH TRANSPORTATION PLANS AND PROGRAMS DEVIATIONS FROM PLANS CAN CAUSE LONG-TERM TRANSPORTATION PROBLEMS WITH ADDITIONAL CONGESTION
